1. Background

CBM is an international Christian development organisation, committed to improving the quality of life of persons with disabilities in the poorest communities of the world.

The world is making progress in tackling poverty. However, persons with disabilities are left behind. One in seven of us has a disability. That is more than one billion people around the world 80 per cent of whom live in low middle income countries.

Based on our Christian values and more than 100 years of professional expertise, we address poverty as a cause and a consequence of disability. We work in partnership to create an inclusive society for all.

The emphasis throughout our work is on local capacity development in poorer regions of the world. This increases service delivery in the fields of healthcare, education, rehabilitation and livelihood development as well as organisational development of partner organisations.

2. The purpose of the consultancy

The purpose for the consultancy is to train 20 participants in proposal writing.

3. Methodology and scope of work

In close co-ordination with Christian Blind Mission, the facilitator will implement the following tasks:

a) Design the training resources:

  • Develop the training content for the three-day training to be delivered through interactive activities, methodologies, and discussions
  • Draft the methodology, training content and schedule and submit to CBM Zambia for review and approval and finalize on the same.

b) Conduct the three-day training based on the approved methodology and training content/ schedule and prepare the training report.

c) The training shall be a three day, in person training in Lusaka, for tentatively, 20 participants.

d) Detailed training Report

4. Expected outputs and deliverables:

The following will be the expected deliverables and outputs of the engagement:

a) work plan for developing the training, and proposed methodologies.

b) soft copies of all presentations and training notes.

c) develop tools of measuring and evaluating training outcomes including pre and post tests

d) Detailed training report

e) In cases of institutions, certification of staff upon successful completion

5. Time frame

The facilitator should be able to undertake the tasks concurrently to fit within the planned CBM Zambia work plan and timeframe, without compromising the quality of work expected. This will be:

a) Develop training content and submit to CBM for feedback – 2 days

b) Review and incorporate feedback from CBM Zambia – 1 day

c) Conduct 3-day training

d) Produce training report for first review and feedback- 2 days after training

e) Produce final report-1 day after CBM Zambia first review

6. Institutional arrangement and responsibilities

CBM will be responsible for the following:

  • Overall coordination including mobilization of participants, venue and other logistics
  • Operational support required throughout the training process.
  • Technical review of all training content, tools, and reports.

The facilitator will be responsible for the following:

  • Developing training resources, reviewing existing information, preparing training outlines and objectives.
  • Developing of an appropriate methodology for the training specifically one that is participatory.
  • Producing detailed training report

7. Facilitator’s competencies, experience and skill requirements:

a) Company/Individual with demonstrable experience in proposal writing and conducting trainings.

b) Demonstrated experience in developing EU, USAID proposals.

c) Prior experience and expertise in developing inclusive proposals is an added advantage.

d)Prior experience working with persons with disabilities is an added advantage.

e) Prior experience in developing participatory training resources.

8. Application process and requirements

Qualified and interested parties are asked to submit the following:

a) Detailed technical proposal, with budget in ZMW, clearly demonstrating a thorough understanding of this tors and including but not limited to the following.

b)  A detailed company/individual profile

c) Demonstrated previous experience in similar assignments and qualifications as outlined in this TOR. Please attach a previous training report sample.

d) Team composition and level of effort of each proposed team member and include CVs of each team member.
