1. BACKGROUND

Kindernothilfe e.V. (German for “Supporting children in need”) was founded in 1959 as a Christian organization and became one of the largest child rights organizations in Germany. The overall goal of Kindernothilfe (KNH) is to contribute to form a world in which children and young people can live a life of human dignity, develop personal talents and, together with their families and communities, take their development into their own hands. Kindernothilfe partners with local non-governmental organizations to implement around 600 projects in 33 countries in Sub-Saharan Africa, Asia, Europe and Latin America and the Caribbean, reaching out to more than 1.9 million children and young people. Kindernothilfe’s global head office is located in Duisburg, North Rhine-Westphalia, Germany, with coordination structures in nearly all partner countries. Projects and programs are mainly funded through private donations (more than 80% from individual donors and 20% from public and institutional donors). The projects have a child-rights focus in accordance with the organization’s mission.

Kindernothilfe (KNH) has been working in Zambia since 1998.  Currently KNH works with 9 Zambian NGOs in four provinces, namely Lusaka, Central, Southern, and Northern and will extend its work to the North Western Province. Projects implemented have a child rights focus.

The overall goal of the KNH country strategy in Zambia is to ensure that children grow up in an enabling environment where their rights to education, health, protection, survival and development are realized. The currently funded long-term projects target vulnerable children, youths, and women and other strategic community members based on the prevailing child rights situations.

2. SCOPE

From 2023, KNH seeks cooperation with interested local non-governmental organizations in Zambia with proven expertise in projects with children that are focused on the priority areas of1) Gender-based violence, and/or 2) Climate change in any of the geographical regions above. After an initial organizational and financial capacity assessment, the organization will partner with KNH and carry out the direct implementation of an initial 12-18-month project with the possibility of a further multi-year contract – possibly under institutional co-funding.

2.1 Gender-based violence (girls and young women in particular)

Zambia has high levels of violence, abuse and neglect of children. Violence against women is also significantly high. Physical violence, sexual abuse, rape, emotional abuse, neglect, couple violence, corporal punishment are some of the forms of violence that children and women experience. Transactional sex has been noted to be on the increase.

It is estimated that more than 20% of girls start child bearing between the age of 15 and 18 years. Child marriage and child pregnancy in Zambia still continues to be a national concern. The gender disparities that exist in Zambia present bleak opportunities for the girl child’s future. The majority jobs on the labour market are taken by men, even worse for the high ranking/paying ones.  There are fewer women who advance to higher education than men. Fewer women than men occupy governance positions at all levels of the community and country structures.

A new project with a thematic focus on GBV should contribute to the realization of the following strategic objective of the current KNH country strategy: “All children, girls and young women in particular are protected from violence, abuse, neglect and exploitation (including child labour) by

a. preventive measures at household, school and community level,

b. by setting-up and strengthening child protection systems and

c. awareness-raising, especially on gender based violence.

2.3 Climate Change

Zambia is experiencing increasing climate changes such as intermittent drought and flooding whose severity has been increasing. Zambia registered some mortality due to flooding in the just ended rainy season and is currently preparing for food insecurity situation in the Southern Province due to droughts and floods.

Apart from the global causes of climate change, high levels of deforestation by both commercial entities and local communities are the main cause of and degradation and diminishing rainfalls and other negative climate effects. . The worst affected by these change are rural communities who depend on rain fed agriculture for their livelihood.

Effects of climate change have far reaching effects on health and nutrition, income and overall social wellbeing of Zambians, especially the vulnerable. Preexisting challenges to food security, household income, and access to education and other rights violations are now exacerbated by climate change. Climate change presents a greater risk to the rights of children living in poverty and is thus a key driver of inequities.

A new project with a thematic focus on climate change should contribute to the realization of the following strategic objective in the current KNH country strategy:

“Children and their duty bearers know about climate change and adaptation measures are taken to increase the number of children who grow up in an environment in which food security and access to drinking water is guaranteed. “

KNH is looking for potential new partner organizations that work with vulnerable children in one of the above priority areas. Funded projects could be stand alone or could be embedded in wider community development programs, but retaining a distinctive implementation mode and are capable of measuring results and long-term impact by  an established monitoring system. We are looking for organizations that have proven experience in the respective sectors, a clear focus on children’s rights and an ability to address the issue of GBV and/or climate change at community and/or strategically at national level e.g. through advocacy. Therefore, linkages to broader civil society networks and existing advocacy strategies are an asset.

Experience of co-financing with institutional donors will be an advantage.

3. DELIVERABLES

A selected implementing partner organization will ensure the following:

• Engage with KNH on an initial organizational and financial capacity assessment.
• Develop a concept note and once this is agreed upon, develop a full project proposal
• Organizational focus is in at least one of the priority focus areas.
• Implement the project according to the agreed/approved proposal
• Reporting to KNH and adhering to the outlined mandatory requirements in order to ensure uninterrupted implementation of the program.
• Assign key personnel for implementation of the project (overall and for financial and administrative matters) and ensure effective management of operations
• Be the custodian of KNH funds and other resources earmarked for an approved project, which may range from 50.000 – 100.000 EURO per year in the initial phase. The fund can grow beyond this for co-financed projects.
• Establish separate books of accounts and open a separate bank account for the project funds.
• Ensure transparency and correctness of financial transactions and be accountable for the same to KNH, based on KNH guidelines and mandatory requirements and the guidance of the KNH in-country Coordination mechanism. The partner organization should have a credible accounting as well as a payroll system to ensure transparency.
• Facilitate the conducting of an annual audit for KNH funds received for the project.
• Ensure that all staff are assigned to the project work in accordance with the level of effort outlined in the project budget.
• Enable KNH appointed personnel to monitor/review the project, and funds management upon request or as need arises.
• Avail KNH staff and consultants duly instructed by KNH access to books and records of accounts maintained.
• Report immediately to KNH about any programmatic and financial matters that may hinder the proper and timely promotion of the project.

4. ELIGIBILITY

KNH, through its in-country representatives, will consider expression of interest (EOI) from organizations in Zambia that demonstrate the capacity to successfully implement a project in one or more of the priority areas. The organization should be duly registered as a local non-governmental organization and have sound management and governance structures and should prove to be transparent and accountable. The organization should also have a sound financial base. Any interested organization must be willing to sign KNH’s child protection and anticorruption policy.

5. SELECTION OF APPLICANTS

The EOI should be no more than 5 pages, otherwise it will not be accepted. Screening and selection of the applications will be based on understanding of the different dimensions of the priority focus area, experience and soundness of argumentation/presentation of the requirements, and the assessment of the documents requested below. The EOI should include an organizational profile that shows relevant experience as well as CVs of key project staff who will implement the program, with their proposed levels of effort spelt out. The EOI should clearly spell out the organization’s motivation and interest in implementing a project related to a priority focus area.

Applications for implementation in areas outside of the KNH geographic areas, and for other than the priority focus areas, will not be considered.

The following documents/information should be submitted as separate attachments along with the EOI:

• Audit reports, including management letters (2 previous years).
• Certificate of Registration.
• The organization’s constitution.
• Most recent annual report.
• List of current board members/trustees and their positions.
• A list of the key organizational staff including their qualifications and competencies.
• An Organizational Profile summary that shows the applicant’s experience with similar
• Projects as well as a description of the organization’s operational focus.
