CALL FOR EXPRESSION OF INTEREST TO CONDUCT A GENDER ANALYSIS TRAINING

TERMS OF REFERENCE

I. Introduction
Habitat for Humanity Zambia (HFHZ) is a non-governmental organization that has operated in Zambia since 1984. HFHZ’s focus areas are Water, Sanitation and Hygiene (WASH), housing finance and community empowerment, tenure security, and housing and informal settlement upgrading
Since inception, it has constructed over 4,000 housing units for the most disadvantaged families and over 50, 000 individuals have been served with clean drinking water through the 74 communal water points constructed in Chilanga, Lusaka, Kabwe, Chongwe, Masaiti, Kaoma and Ndola.

HFHZ’s mandate is to realize its vision of a world where everyone has a decent place to live. Achieving this vision requires a recognition of the complex nature of housing; the interdependencies or integration that exist (or should exist) with other sectors; and the relationships that we need to foster with local actors who are the important drivers in the housing system.

II. Background
Habitat for Humanity Zambia seeks to engage a gender consultant to conduct a gender analysis training. The training intends to take the organization on a gender equity curiosity collective journey that is part of a broader Gender Equity Curiosity Collective conducted globally within Habitat for Humanity. The Curiosity Collective seeks to answer three core questions:

1. Does Habitat know the different housing needs and experiences of men/women, boys/girls in their program? If so, how?

2. Does our program respond to the different housing needs of men/women, boy/girls? If so, how?

3. Are men/boys and women/girls able to influence the program? If so, how?

In Zambia, the team has the following objectives over the coming year:

• To Integrate gender equity into proposal development; project design, project implementation, monitoring and evaluation.
• To explore the Gender Equity gaps and how they impact our programming.
• To Interrogate and strengthen existing projects and ensure gender inclusivity in implementation and reporting.
• To consult partners families and communities, people with disabilities and other key stakeholders about how gender equity plays out in their lives and learn with them.
• To develop and adopt appropriate gender monitoring and reporting tools.

This term of reference covers a first step for the team, which is the conducting of a gender equity analysis training for 15 HFHZ staff.

III. Aim
Habitat for Humanity Zambia intends to engage a consultant to:
Conduct a gender analysis training of 15 staff in Zambia with an action learning approach that will enable them to carry out gender analysis in their program design.

IV. Scope of Work and Deliverables

• Develop action learning training materials for use at the training, review the training materials based on the training implementation, package and share them with the HFHZ team and the HFHI Curiosity Collective.
• Design and deliver a 3-day training in gender analysis to 15 program staff at Habitat for Humanity Zambia, at the training:
  • Participants identify key stakeholders who will support HFHZ’s gender equity work in the future
  • Participants will know what key tools to use for gender analysis
  • Participants will actually use the tools in practice
  • Participants will feel confident to use the tools in their day-to-day work
• Deliver a report on the training – shared with Senior Management Team and Habitat for Humanity International’s Curiosity Collective
• Write up the gender analysis produced by the participants in the training

Deliverables will include:

• Training materials (facilitation guide, analysis tools) and design of training
• Trained staff – with improved knowledge and practice
• A report on the training (including an evaluation)
• A gender analysis

V. Duration of the Assignment
The total number of days will be 5 days, broken down as follows:

• 2 days preparation (contextualizing for Habitat), analysis write up and reporting
• 3 days training (1.5 days theory; ½ day secondary data analysis and 1 day in the community or with key stakeholders practicing the skills)

VI. Reporting
The consultant will, on the technical aspect of the assignment, be reporting to the Project Manager with the overall supervision by the Programs Director.

VII. Payment:

The payment will be made upon receipt of an invoice from the Firm, with the bank details.

• 40% payment advance upon contract signing to be processed within 5 working days.
• 60% payment will be paid upon submission of finalized deliverables described in section IV to be processed within 5 working days.
• The total lumpsum consultancy on technical/professional fees will include 15% Withholding Tax.

VIII. Consultant Competencies/Experience

• Proven knowledge of and experience in gender equity analysis and design
• A knowledge of the shelter, basic services and financial services sectors in Zambia would be an advantage
• Experience working at community level in Zambia
• Proven action learning training experience
• Knowledge of key stakeholders related to gender equity in Zambia
• Good written and communication skills

IX. Application Procedure:

The consultant should submit a technical proposal for carrying out the assignment that should include:

1. An outline of how your expertise aligns with the requirements for the role

2. An initial technical approach and methodology for this work outlining the tools and techniques you will employ and their relevance to the objectives

3. A preliminary work plan showing your grasp of the task with the potential for refinement during the initial phase, including proposed activities, and expected deliverables

4. Descriptions of previous assignments that reflect your experience relevant to this role

5. A provisional budget that itemizes the projected costs for the consultant fees

6. An affirmation of your commitment to adhering to HFH Zambia’s ethical standards, data protection, confidentiality, conflict of interest, and safeguarding policies

7. Ensure that your application is thorough and demonstrates a clear understanding of the consultant’s scope and objectives

Consultants should submit only such information as is necessary to respond effectively to this Request for Proposals. Please include (a) CV(s) of the consultants.

Unless specifically requested, extraneous presentation materials will not be reviewed. Submissions will be evaluated based on the information provided by the deadline and in relation to the described needs and qualifications.

This document is intended to provide a general description of the requirements and scope of the consultancy. It does not represent a contract, and the terms and conditions of any consultancy agreement will be negotiated separately with the selected consultant. The client reserves the right to modify the TOR at any time during the consultancy, subject to agreement with the consultant. The consultant will be expected to adhere to the highest ethical standards and comply with the client’s policies and procedures, including those related to data protection, confidentiality, and conflict of interest, and HFHI Safeguarding policy.
