Terms of Reference (TOR)

Conducting an End-line Evaluation for Mutule II Child Protection Project on Combatting Child Marriage and Prostitution in John Howard/Chawama-Lusaka, Lukata and Katole-Chibombo and Katoba – Chongwe district of Zambia.

Background

Advocacy for Child Justice (ACJ) in partnership with Centre for Church-based Development (CKU), has been implementing a 2-year project dubbed the Mutule II Child Protection Project on combatting Child marriage and prostitution. The main objective of this project is to protect children from child marriage and prostitution through informed local communities and voluntary local groups, with structured assistance in the areas of Lukata and Katole-Chibombo, John Howard/Chawama, and Katoba-Chongwe. The primary effort is to raise awareness and educate parents/guardians and children on the dangers and negative impact of child marriage and prostitution, while identifying sustainable solutions to these and other challenges faced by children.

Purpose of the Endline Evaluation

The overarching goal of the end-line evaluation for this project is to comprehensively assess its impact and sustainability. This includes evaluating the project’s success in protecting children from marriages and prostitution in targeted areas. The assessment extends to examining the sustainability of outcomes, such as continued awareness and education efforts within local communities, and the effectiveness of rehabilitation and support for children who have been withdrawn from child marriages and prostitution.

Scope of Evaluation

The scope of the evaluation will be based on the 4 evaluation criteria (Impact, Effectiveness & efficiency, and Sustainability) and the key evaluation questions linked with the criteria and on the analysis of the selected indicators.

Timeframe: This evaluation will cover the duration from 1st March to 31st March 2024.

Geographical coverage: Project Districts-Chongwe, Lusaka and Chibombo.

Target groups to be covered: Primary: Children who have been withdrawn from Child Marriage and Child Prostitution, including those at risk of being involved in Child Marriage and Child Prostitution.

Secondary: the community mobilizers and local committees members within the different target areas of the project.

-stakeholders engaged on law and policy change and implementation for protection of children from marriage and prostitution.

The consultant(s) is expected to propose his/her methodology for the consultancy, which should include but not limited to:

Work-plan: This must be a detailed step‐ by‐ step plan of work that specifies the methods the evaluation will use to collect the information needed to address evaluation criteria and answer the evaluation questions, analyze data, interpret the findings, and report the results.

Evaluation Matrix: An evaluation matrix which includes at least analysis dimension, evaluation questions, indicators, means of verification, source, methodology, and space for comments.

Budget – the evaluator will provide a detailed budget showing how much each stage of the evaluation will be costed.

Key deliverables

Evaluation inception report: A consultant will prepare an inception report before going into the technical mission and full data collection stage. It must detail the consultant’s understanding of what is being evaluated and why, showing how each process will be developed and how each evaluation question will be answered by way of: proposed methods, proposed sources of data and data collection/analysis procedures. The inception report must include a proposed schedule of tasks, activities, and deliverables, designating the person with the lead responsibility for each task.

Presentation of preliminary findings to the ACJ: The Consultant will develop and deliver a presentation to the ACJ team. That presentation must include the preliminary thoughts as debriefing of the methodology.

Draft evaluation report to ACJ for which ACJ and its partners will provide feedback and validation of the findings.

Final evaluation report to ACJ: The consultant will submit the final report with comments addressed and must meet the minimum requirements specified in this TOR. Consultant(s) must accompany the final report with an appropriate format, which should include lessons learned.

Presentation: The Evaluation report shall be compiled with the following presentation format.

Qualification and Experiences Required:

The consultant must be able to demonstrate the following skills, knowledge, and experience:

Education

Bachelor’s degree in development studies, demography, population studies, statistics, or any other related field. A master’s degree will be an added advantage.

Experience

• At least 5 years of proven experience in conducting endline evaluations for child protection and community development projects.

• Expertise in assessing awareness campaigns, education initiatives, healthcare access, and advocacy programs.

• Strong analytical skills and the ability to provide actionable recommendations for future project enhancements.

• Previous assignments in conducting endline studies and evaluations for projects.

• Experience with participatory assessment

• Experience with qualitative and quantitative methods of research.

• Knowledge or expertise in statistical data analysis software in the case of conducting the endline survey such as SPSS, STATA etc.

Skills

1. Fluency in English and Nyanja/Bemba/ Lenje/Soli

2. Ability to write concise, yet comprehensive reports.

3. Ability to meet deadlines.

4. Knowledge of data collection.

5. Competence in qualitative and quantitative data software is desirable.
