Terms of Reference
The Southern African Social Protection Experts Network (SASPEN) is a not-for-profit loose alliance of stakeholders, scholars and consultants who engage with social protection, promoting, fostering, expanding and improving social protection in the SADC region and beyond. SASPEN is a network structure that links social protection experts and institutions with each other.
SASPEN activities include international conferences, country workshops, seminars, publications and joint research for the purpose of fostering sensitisation, and dissemination of information. SASPEN aims to be a platform for:
• Sharing experiences and information based on research and in-depth knowledge of social protection issues,
• Constructive discourse and reflection among experts, stakeholders and role-players,
• Rendering a range of services to support the promotion, development and implementation of social protection in SADC countries, with reference to strengthening social protection floor initiatives, on a commissioned, requested or self-initiated basis.
We recently launched our country strategy paper 2020-2022 that gives a new direction to our programming and operations towards achieving our goals for the strategic period. This has further informed the need to modify our website www.saspen.org which serves as our main platform for engagement with our wider network; to reflect our growth, direction and vision. It is expected that the new website will address the organisation’s general, programmatic and fundraising needs. .
SCOPE OF THE ASSIGNMENT
Under the line-management of the Network Coordinator, the service provider will be expected to develop an informative and dynamic website layout /structure capturing the latest trends for website presentations, compatible and easily accessible to common devices browsers (i.e desktops, Laptops, mobiles and other handheld devices). The service provider will also be expected to integrate the following features: • User Friendly CMS: Due to the small project team and lack of dedicated in-house web developer, the platform should strive for user-friendliness. SASPEN’s person-in-charge can update the content and make simple adjustment without needing daily support from the web developer.
• Search Function: The website should have an effective search function by news, type of publication, conference, event, country and issue with specific criteria.
• Integrated calendar: The website should have a calendar that will display upcoming events, etc. This area must be easily updatable by staff and designated users.
• Social media application links: Ability to incorporate all our social media platforms (Facebook, Twitter, YouTube, etc.) with live update options.
• News/Articles/Blogs: The website should have blog functionality for posting articles, news clippings, video and other content. These content elements should be featured on the homepage
• Integrate a donation and interaction platform: This will allow network members to subscribe for membership and register for participation conveniently as well as allow individuals and well-wishers to donate to SASPEN directly on the website to SASPEN’s existing account. The platform will have the ability to set goals for fundraising, donors, tweets, petition signatures, signups, volunteers, followers, endorsements, event RSVPs, survey responses, suggestions and more.
• User Guide: Develop a user-guide for the website and the CMS, complete with the most common troubleshooting guidelines
• Staff training: Train SASPEN staff on how to manage content on the new website.
• Content Transfer: Install the website on the hosting location, and transfer all archived content from the current website into the new website (images, text, embedded video, PDFs, HTML, photo albums, etc.)
• Website Security: Security settings to be set at highest possible level SSL/TLS secure connection and greenbar enabled OUTPUTS/ DELIVERABLES
The following will be expected from the Consultant: • A structural proposal and visual mock-up before proceeding on the actual re-designing of the website.
• A mock-up of the redesigned website for any adjustments before commencement of the assignment;
• Pre-test the website to management and staff;
• A user guide on the Content Management System; and
• 6 months’ external support on website monitoring from the time of new website handover
LIAISON AND REPORTING ARRANGEMENTS
The consultant will report to the Network Coordinator for the routine work during implementation and overall management of the assignment.

• The consultant should have a thorough grasp and proven experience in website development and web based Content Management Systems with at least 5 years of progressive experience with web design proved through portfolio of designed
• Experience developing websites for other non-profit organizations
• Ability to deliver under tight deadlines
