Consultancy for the Development of the Organization Strategic Plan 2022 – 2026
1. About the Organization
Copper Rose Zambia (CRZ) is the largest youth-led organization working towards the empowerment of youth and women in Zambia. 2. Background
CRZ invites proposals from qualified consultants and firms to facilitate the development of the Country Strategy Planning process that will generate a 5-year strategic and operational plan 2022 – 2026. The purpose of the country planning process is to develop a clear strategic and operational plan for CRZ that aligns with international and local youths and women’s development priorities. The plan will set the country-level direction for CRZ’s Country Office to enable it to become a relevant Youth-led and Youth focussed organization and effectively contribute towards achieving national level outcomes that improve the quality of lives for youths and women in Zambia.

3. Duties and Responsibilities
The purpose of this assignment is to lead the preparatory process in development of the organization’s strategic plan for CRZ for 2022 – 2026. As part of this process, the consultant will facilitate the preparation of a renewed strategic plan for CRZ.
Under the overall supervision of the Head of Programs, the scope of work for the Consultant will include but not be limited to:
• Undertake a situation analysis of CRZ operations to date vs recommendations from previous assessments and plans and identify strengths and challenges.
• Review the institutional capacity, structure, organizational set-up, financial and administrative systems against the CRZ mandate and organization’s objectives and key result areas; and make recommendations for renewed focus.
• Review CRZ mandate and the current vision and mission based on the mandate.
• Facilitate discussions over the vision and mission to inform the strategic plan.
• Through a consultative process and application of an appropriate tool of analysis, identify/select the final focus areas and develop strategic objectives and key result areas.
• Propose a strategy for achieving the strategic objectives and key results.
• Develop a Results and Resources Framework for the plan period.
• Hold stakeholder meeting to validate the draft Strategic Plan.
• Finalize Strategic plan and submit to CRZ
4. Methodology and process
• The methodology will consist of document review, interviews, analysis and synthesis presented in report, workshop facilitation and strategic plan drafting.
• The consultant will further review relevant CRZ documents as listed above and agreed in consultation with CRZ.
• This will be followed by a well-planned set of interviews with all key stakeholders so as to assess CRZ’s internal and external environment and to assess to what extent any recommendations from assessments and plans has been implemented.
• This process will be followed by synthesizing the results in report format, including identification of strengths and weaknesses as well as identifying alternative strategic focus areas for CRZ.
• Once the assessment process has been completed, the consultant will plan and facilitate a workshop with Board members, staff and other key stakeholders with the aim of prioritising the strategic directions for 2022 to 2026.
• Throughout the process the consultant will work in close collaboration with the CRZ team and in consultation with the Board to ensure the strategic plan is aligned with other documents.
6. Deliverables
• An Analysis Framework based on these Terms of Reference
• A summary assessment report (synthesizing outcomes of document review and interviews with regards to previous organizational assessments and plans and outlining alternative strategic directions)
• A strategic plan workshop agenda and facilitation plan
• A strategic plan document including: Executive summary , Background Internal and External analysis (including SWOT), Strategic priorities objectives and actions, Human Resource Plan, Budget, Any other relevant sections as identified by the stakeholders.
7. Duration
The consultancy duration will be 30 Days and the Assignment is expected to start on or around 19th April, 2022.

8. Qualifications
• Master’s degree in Social Science/ Health Sciences/ Social Planning and Policy Development.
• More than 5 years of experience working on Policy Review and Policy Development.
• Strong attention to detail and demonstrated excellence working in a fast-paced environment.
• Proficiency required in Microsoft Office Suite to include Word, Excel and PowerPoint.
• Excellent verbal and written communication skills required
• Wide knowledge on global conversations about youth development and programming for women.
