1. Background

The Ministry of Fisheries and Livestock has received financing from the African Development Bank towards the cost of the Zambia Aquaculture Enterprise Development Project(ZAEDP) and intends to apply part of the proceeds of theloan to payments for the contract for the provision of consultancy services toundertake a Beneficiary Impact Assessment of the Zambia Aquaculture Enterprise Development Project.

2. Objective of the assignment

The main objective of the assignment is to provide an independent analysis of the progress of ZAEDP in reaching out to beneficiaries and assessing the impact the various interventions have made on beneficiaries at household, group and individual levels. More specifically, the Consultant should:

3. i. assess beneficiary impact by sub-component of the project.

ii. assess gendered nature of interventions such as livestock, fisheries, nutrition security, value addition and assess beneficiary impact

iii. Identify and document lessons learnt and make recommendations regarding specific actions that should be taken to improve the design of future projects.

Scope of the Assignment

In order to achieve the assignment objectives and key deliverables, the Consultant will undertake, but not limited to, the following:

i. Document evidence of project impact on household livelihoods, based on condition of assets, household incomes, annual food availability, social amenities available, fish-processing activities, income generating activities.

ii. Assess the relevance of the project to local development priorities and needs; clarity and feasibility of project objectives (including targets); prospects for sustainability; quality and adequacy of project strategy (including logical consistency, clarity of assumptions and risks, quality of external relationships, cost-effectiveness; and the quality of participatory processes and support to strengthening local organizations

iii. Assess project results and impacts, in terms of development outcomes, based on the project actual development impact on the primary stakeholder groups, relevant institutions and the community iv. Evaluate the progress in project implementation measured against planned outputs set forth in the Project Appraisal Report (PAR) and the assessment of the process involved in achieving those outputs as well as the impacts of the project

v. Evaluate the performance of the Aquaculture Seed Fund and sustainability mechanism in place vi. Evaluate the relevance, efficiency, effectiveness and sustainability of project implementation as well as assess the project activities, outputs, outcomes and how impact on beneficiaries can be sustained;

vii. Assess gender roles in the Project (women, men and youths)

viii. Assess involvement and impact on men, women and youth in various project activities, loan accessibility, leadership and decision making processes.

ix. Quantify the relative number of Men, Women and Youth groups reached per component

x. Review and make recommendations on institutional and management sustainability of generated outputs such as aquaculture parks and other infrastructures.

xi. Analyze which factors and constraints have influenced project implementation, including technical, managerial, organizational, institutional, and socio-economic policy issues, in addition to other external factors unforeseen during design

xii. Assess the quality of cooperation/coordination with different implementing partners and draw lessons on implementing projects with partners.

xiii. Identify lessons learnt from the project and review best practices which could be recommended for future design of projects.

xiv. The study will combine qualitative and quantitative methods to evaluate the various types of impacts on beneficiaries.

The duration of the assignment is expected to maximum of three (03) months Phase 1-Submission of Inception Report-2 Calendar weeks from commencement; Phase II-Submission of Draft Report-2 calendar months from commencement; and (c) Phase III-Submission of Final Report-3 calendar months from commencement

5. Required Qualifications, Experience and Technical Competencies

The candidate shall have the following minimum qualifications, experience and technical competencies which will constitute the selection criteria:

Qualifications (20 points):

A Minimum of a Master's Degree in project management, economic development, agriculture economics, statistics, fisheries and aquaculture or another degree relevant to Monitoring and Evaluation

Experience (60 points)

i. At least ten (10) years of experience in project M&E, preferably under Africa Development Bank, World Bank or Government Development partners-funded projects.

ii. Proven experience with the M&E methods and approaches (including quantitative, qualitative and participatory), with particular focus on climate change adaptation, gender and social inclusion, livelihoods, climate resilient infrastructure, natural resource management, disaster risk management, and local governance;

iii. In-depth experience in developing tools and guides and applying participatory approaches in generating and analyzing data for program evaluation;

iv. Extensive practical experience in community-based data collection and in working in remote communities (preferably in Africa).

V. Experience in the aquaculture sector will be an added advantage

Technical Competencies (20 points)

i. Understanding of climate hazards, population and asset exposure, and vulnerability (biophysical, social and economic) and applications of risk assessment

ii. Excellent written, oral and analytical communication skills
