JOB DETAILS:
1.0 Introduction
Zambia Land Alliance (ZLA) is a network of Non-Governmental Organizations (NGOs) advocating for fair land policies, laws and administrative systems that take into consideration the interests of the poor and marginalized. The Alliance was founded in 1997 and operates through a National office, seven (07) national members, eight (08) District Branches and two (02) project offices.

The Zambian government adopted the first ever National Lands Policy (NLP) in May 2021 after about 19 years of stakeholder engagements and consultations during the policy formulation process. In its current state the policy is inaccessible to the ordinary person due to the legal language and presentation which makes it difficult for stakeholders to read and understand its provisions.
ZLA is therefore seeking services of a consultant who can simplify the NLP into an easy-to-read version for purposes of public awareness.

2.0 Objective of the Consultancy
To simplify into easy-to-read English and summarize the NLP (from 33 to 15 pages maximum).
3.0 Scope of Work
The simplification of the language should not compromise the content of the NLP by leaving out policy provisions, creating ambiguities or distorting meanings.

The key deliverables of this assignment are:
i. Review the NLP
ii. Simplify the policy for easy reading and understanding, while maintaining the meaning, principles.
iii. Reduce the number of pages of the NLP from 33 to maximum 15 pages
iv. Present the simplified version of the NLP to ZLA
