Terms of Reference (ToR)
To Train CBI Members on the Evidence Generation and Dissemination through Research

1.0 Introduction
The International Land Coalition (ILC) is a global alliance of over 260 Civil Society and Inter-Governmental Organizations in 78 countries. Through the Coalition, members work towards one goal – bringing about people centered land governance.
The Mission of ILC is a global alliance of civil society and intergovernmental organizations working together to put people at the center of land governance, while the vision is a just, equitable, and inclusive world in which land rights are secure and poverty is eradicated.

2.0 Commitment Based Initiatives (CBI)
The Commitment-Based Initiatives (CBIs) are regional and global mechanisms through which members engage with each other to advance change at country and regional levels. They are usually focused on members learning from each other (South–South cooperation) and complementing each other’s work, while jointly influencing public policies. Over the past three years, ILC members have launched and consolidated 38 CBIs in Africa, Asia, Latin America and the Caribbeans.
The Africa CBI members are grouped in regions; that is Southern, Western, Eastern, Northern and Central Africa all have different projects they are implementing focusing on Women land Rights (WLRs). The CBI4 Southern Region is led by Zambia Land Alliance. To enhance the effectiveness of promoting WLRs, the CBI4 members require a Resource person(s) to train members on Research Tools, Evidence Generation and Dissemination of the research findings to their target audiences.

3.0 Problem statement
CBI and the ILC are platforms that exists to enhance land rights of people in Africa and the advocacy work requires that members are vested with timely and correct information about an advocacy issue and how the information can be used as an advocacy tool. However, the challenge has been that most of the Civil Society Organizations (CSOs) lack in research experiences and skills so much that they always engage a consultant to carry out research and even carry out survey instead of them doing it themselves.

4.0 Justification
Undertaking this training is cardinal for the effective and efficient advocacy work done by the CBI members because they will be equipped with the right skills and experiences to collect the right information and package it in the right format and disseminate to the right target and at the right time. After the training, participants will be ready to provide their skills in any research taking place in the organization, they will also be able to use the information to advance women land rights and secured tenure for the communities in Africa.

5.0 Consultancy Services
The ILC CBI4 members require services of a Consultant to train members its members in research, evidence generation, information gathering, development and dissemination for advocacy purposes.

Expected Outcome
Enhanced capabilities of CBI members in research, evidence generation, information gathering, development and dissemination for advocacy purposes.

Required
A resource person to training CBI members in research tools, evidence gathering and information dissemination.

Scope of Work
• Carry out 2-day online training for CBI members; 2 hours per day involving several African countries
• Prepare power point presentation
• Prepare and share the training manual with participants

Deliverables and Timeframe
• Send power point training presentation on Monday 24th January 2022
• Conduct online training on Thursday 27th and Friday 28th January 2022.
• Prepare and send the detailed training manual by 14th February 2022

Required Qualifications
• Minimum qualification is a Master’s Degree in Research. land related field, Gender or any other Social Science relevant to the assignment
• Over ten (10) years professional experience in land related field, gender or any other Social Science relevant to the assignment.
• Excellent working knowledge of English
• Strong analytical and reporting writing skills
• Knowledge of African land issues is an added advantage
