Terms of Reference for Consultancy Services
1. Background.
The International Land Coalition (ILC) is a dynamic and vibrant membership organization that has over years has demonstrated great commitment to empower and facilitate the coalition members to drive the land agenda in Africa through joint learning and advocacy efforts. Further, the coalition draws membership from local, regional and global stakeholders and is thus strategically placed to engage on high impact advocacy. Most of the ILC members are engaged in innovative projects and programs aimed at advancing gender justice and women’s land rights at the country level.
Insecure land tenure and poor land governance disproportionately disadvantage women and negates them to deep poverty. Therefore, gender equity has become a critical issue in women’s land rights because of the direct link between access to land resources, tenure security, food security and the fight against poverty. In Africa, women produce more than 80% of the food, and yet they only own about 1% of the land. Further, the phenomenon of large-scale land acquisition by domestic and foreign investors has made it more difficult for people to access arable land, ousting women and children from productive lands. Although access rights to land are recognized by international and regional legal instruments (Maputo Protocol, CEDAW), rural women, who play a key role in agriculture, continue to have less access to land than their male counterparts. Despite many national and international guiding instruments, clearly, the African governments have failed the women. Also unique to Africa is the role played by cultural factors (customary law, patriarchy) in influencing women’s land rights and perpetuating gender inequalities. The claim to land rights is an important course for rallying rural women in Africa to unite and forge a common purpose aimed at ensuring that African governments become more responsive to their plights.
Gender justice and women’s land rights are core to ILC Member coalition mission of people centred land governance. To realise this, the coalition put together an African Strategy for equal land rights to women and men in Africa, called the CBI4 strategy. The main goal of this strategy is to promote the realization of women’s land rights and to ensure women’s security of tenure in Africa. The strategy is aimed to support these different members to work on joint advocacy actions and share knowledge to strengthen their influence on policy, legal and institutional frameworks as well as change in practice and attitudes that will have an impact on gender responsive land governance. Besides this, a key bridging outcome under the strategy includes: An established and dynamic platform for women’s land rights to promote dialogue on land governance, capacity building, sharing of experiences and good land and natural resource use practices. This will involve the creation of dynamic women’s land entities at the national and sub-regional levels that advocate for the realization of women’s land rights. Women’s land rights organizations have tools, capacities and support to advance women’s land rights in Africa.

The CBI4 strategy is being implemented by ILC Members across the continent, including: West Africa -Women in Law and Development in Africa (WiLDAF)- Burkina Faso Groupe de Recherche et d’Action sur le Foncier (GRAF)- Burkina Faso,CPF- Burkina Faso, Auto promotion Rurale pour un Développement Humain Durable (ADHD)- Togo,Centre Béninois pour l’Environnement et le Développement Economique et Social (CEBEDES) –Benin,Association Nationale des Organisations Professionnelles DES Eleveurs de Ruminants du Bénin (ANOPER)- Benin,PNOPPA- Benin,Institut Panafricain pour la Citoyenneté, les Consommateurs et le Développement (CICODEV)- Senegal,Initiative Prospective Agricole et Rurale (IPAR)- Senegal ,Innovation Environnement et Développement en Afrique (IED)- Senegal. Central Africa-Plateforme régionale des Organisations Paysannes d’Afrique Centrale (PROPAC) – Cameroon; Centre pour l’Environnement et le Développement (CED)- Cameroon ;Mbororo Social and Cultural Development Association (MBOSCUDA)- Cameroon ;Aide et Action pour la Paix (AAP) – Republic Democratic of Congo ;Conseil pour la Défense Environnementale par la Légalité et la Traçabilité (CODELT) -Republic Democratic of Congo;UEFA -Republic Democratic of Congo; Programme Intégré pour le Développement du Peuple Pygmée au Kivu (PIDP)- Republic Democratic of Congo; Environment, Resources Naturelles et Développement (ERND) -Republic Democratic of Congo. Southern Africa: Zambia Land Alliance (ZLA)- Zambia, ZERO of Zimbabwe, Nkuzi – South Africa, Lamosa – South Africa, LandNet Malawi. East Africa: GROOTS – Kenya; Pastoralists Indigenous Non-Governmental Organizations Forum (PINGOs)- Tanzania; Uganda Community Based Association for Women and Children’s Welfare (UCOBAC).It is supported by International Organisations: Food and Agricultural Organisation (FAO), Action Aid, LANDESA, Global Land Indicators Initiative and Oxfam have also set up a number of projects in many African countries targeted to women’s empowerment and women’s land rights Other strategic allies include Africa Land Policy Center (ALPC) {formerly Land Policy Initiative (LPI) under AU-UNECA-AfDB and the gender group of the Economic Community of West African States (ECOWAS).
On behalf of the above members, Zambia Land Alliance (ZLA) wishes to engage the services of a Consultant to execute the following task: .

2. Specific Consultant’s Task
The Consultant shall undertake a scoping survey on current/available legal and progressive frameworks, strategies and scorecards on women land rights at country and Pan African levels that are useful towards accelerating women’s land rights on the continent.
3. Deliverables
• A list (with digital links) and/or a folder of progressive legal frameworks, strategies and scorecards on women land rights at country and Pan African levels
• Synthesized/simplified information handout on the above progressive legal frameworks, strategies and scorecards organized by sub-region: East Africa, West Africa and Sothern Africa


4. Required qualifications and expertise
• Minimum qualification is a Master’s degree in a land related field, Gender or any other Social Science relevant to the assignment
• Minimum of ten (10) years professional experience in research, preferably in the land or gender sectors.
• Excellent working knowledge of English
• Strong analytical and reporting writing skills
• Knowledge of African land issues is an added advantage


5. Tendering process

• Letter of expression of interest, demonstrating the applicant’s qualifications, relevant skills, and experience.
• Curriculum vitae with three traceable referees.
• Proposal with detailed budget and workplan. The technical proposal should elaborate the applicant’s understanding of the assignment, and how long it will take them to accomplish it. The financial proposal should include all the costs related to undertaking the assignment. The Consultancy fees should cover costs for all supplies needed for data collection and processing during this assignment.
