Background:

The Center for Evaluation and Development (C4ED) aims to expand its team in its offices in South Asia (Pakistan), Eastern Africa (Uganda), Southern Africa (Zambia) and Western Africa (Burkina Faso). We are looking for Data Scientists to work alongside quantitative researchers on impact evaluations and assessments being conducted in developing countries.
C4ED’s vision is to improve the lives of the poor and vulnerable by making development interventions more effective. With a strong focus on mixed-methods and quantitative impact evaluations in developing countries, C4ED is one of the leading German research centers in the areas of poverty reduction, microfinance, health insurance, education, humanitarian assistance, agriculture and nutrition. C4ED is currently conducting projects all over the world and maintains project relationships with 3ie, European Union, FAO, Green Climate Fund (GCF), IFAD, ILO, IPA, J-PAL, WFP, World Bank, UNICEF to name just a few of our cooperation partners.
The data scientist hired under this advertisement will primarily support automation of processes related to data collection and analysis. Responsibilities are outlined below.

Responsibilities:
• Perform data processing and analysis primarily utilizing Stata and R. This will include high-frequency checks, cleaning, visualization, etc.
• Produce maps utilizing R and/or QGIS.Develop dashboards utilizing R (Shiny) and Google Sheets.
• Develop API’s for interacting with SurveyCTO, SurveySolutions, etc.Develop and maintain statistical software to support data processing and analysis. Software will primarily be written in Stata and R though some components might be written in a compiled language such as C++.
• Program questionnaires utilizing relevancies, constraints, etc. and support overall design of questionnaires.Manage data collection cycles including coordinating with field teams and overseeing data quality assurance.
• With the support of senior staff, conduct analysis and write reports.Other responsibilities as assigned.

Requirements:
• Academic qualifications in a relevant discipline
• Strong understanding of statistics and/or programming.
• Minimum of 5 years of progressively responsible experience in a field such as statistics, data science, business intelligence, or software development.
• Demonstrated expertise in a least one programming language relevant for numerical analysis. Strong preference for R, Python, or Julia.
• Demonstrated experience using version control, preferably git/GitHub.
• Demonstrated experience developing dashboards, preferably utilizing R/Shiny.
• Working knowledge of API’s preferred.
• Basic knowledge of GIS preferred.
• Willingness and ability to work in a dynamic and fast-paced field environment for extended periods of time required
• Excellent interpersonal, communication and report writing skills
• Demonstrable ability to take initiative and work independently with minimal supervision
• Experience using SurveyCTO, ODK, SurveySolutions, or other similar programs for quantitative data collection preferred.
• Written and spoken fluency in English required.
The position will be based in Islamabad (Pakistan), Kampala (Uganda), Lusaka (Zambia), or Ouagadougou (Burkina Faso), and may include travel to research project sites in neighboring countries for data collection and other tasks.
