Main Purpose Of The Position
The Deputy Chief of Party (DCOP) will lead the technical direction of the USAID Stop GBV Now Project as it seeks to supplement governments efforts to prevent Gender-Based Violence especially sexual and physical violence in order to contribute towards HIV epidemic control in Zambia. The DCOP will provide technical input to project documents such as the work plan, Project Monitoring Evaluation and Learning Plan (PMELP), Scopes Of Works (SOW) for Consortium partners, and staffing plan, as well as contributions to conversations with COP and USAID/Zambia, to ensure a successful project implementation. During implementation, the DCOP will provide technical oversight to ensure the soundness of the activity’s approach towards meeting goals and objectives, working with the COP. The DCOP will also play a key role in the development of activity deliverables and be responsible for providing a final review before signoff. In coordination with the COP, the DCOP will liaise closely with national, provincial and district stakeholders and private sector engagement.
Key Responsibilities
• Lead the development and implementation of strategies, work plans, and activities to strengthen the multidisciplinary teams to improve Gender-Based Violence (GBV) prevention and provision of quality post-GBV care to survivors.
• Provide technical leadership to the activity to support progress toward milestones and anticipated results.
• Supervise the activity technical staff, covering various technical disciplines such as social behavior change, involvement of boys, girls, women and men in project design and implementation, provision of GBV services within approved minimum standards.
• Provide mentoring and coaching as needed. Direct the technical team to ensure synchronized work to achieve activity goals and objectives, and share/apply lessons learned and best practices across activities.
• Support and coordinate the project team to ensure strict compliance with ZCCP, GRZ and USAID rules, processes, and procedures for activity implementation.
• Lead initiatives and activities that will promote USAID’s objectives on strengthening localization, gender equality, diversity equity and inclusion, stakeholder and private engagement, and sustainability in activity implementation.
• Liaise with technical representatives of consortium partners to ensure a harmonized approach towards activity goals.
• Support the activity’s monitoring, evaluation, and learning and knowledge. management activities and deliverables
Education And Experience
• Master’s degree in social sciences, public health, development, or related field and management expertise.
• Minimum of 10 years of progressively increasing responsibility in managing successful international development assistance and health programs.
• Demonstrated 7-10 years of progressively increasing responsibility for managing and implementing related health programs in a leadership position.
• Demonstrated understanding of the gender programming, primary healthcare, HIV and youth programming.
• Demonstrated leadership working with diverse stakeholders, including representatives from USAID, other donors, implementing partners, GRZ Ministries, private sector and NGOs.
• Proven capacity to oversee the development/implementation of work plans and deliverables.
• Exceptional leadership qualities and depth and breadth of management expertise and experience.
• Proven ability to multitask and work under pressure and with flexibility.
• Consolidated and applied work experience in rural areas, possibly in domains related to rural development (health, agriculture, education, inclusion, gender, etc.)
