Description
Technical Assistance support for the financial agreement Zambia Energy Efficiency and Sustainable Transformation (ZE2ST) program
Global objective: The current service contract will offer technical assistance to the Zambian Authorities to maximize the impact of the ZE2ST programme by shaping its content, targeting its scope and releasing first stages of the programme
Requirements:
• University degree in engineering or in economics or in business administration, or equivalent.
• A relevant post-graduate qualification in an energy related field will be an advantage
• General professional experience:
• Minimum 6 years’ professional experience in the energy sector.
Specific Professional Experience:
• At least 2 service contracts in a position of Team Leader
• At least 2 successful project experiences involving the assistance of governments of developing countries in preparing and/or implementing sector plans and programmes (policies, strategies, road maps etc.) - preferably in the energy sector with emphasis on increasing access to modern and sustainable energy services and/or energy efficiency.
• At least 2 successful project experiences involving the assistance of governments of developing countries in preparing an EU funded programme estimate, preferably one of them in the energy and or water access sector.
• Successful experience as technical project manager in developing and preparing energy efficiency and climate resilience programs will be an advantage.
• Successful experience as technical project manager in developing and preparing technical design project for international tenders (FIDIC or international equivalent) will be an advantage.
• Experience in private sector companies for energy power production on both project's phases, Engineering, Procurement and Construction phase or operating and transfer phase, will be considered an advantage;
• At least 5 years in the field of international cooperation and development, including at minimum of 3 short-term missions in developing countries will be an advantage. o Knowledge of procedures for EU procedures will be an advantage.
• Good knowledge of and previous experience in Southern African region, notably in Zambia will be an advantage.
