JOB DETAILS:
Introduction
CAMFED seeks the services of a Zambian-based consultancy team / organisation to undertake an independent research assignment to conduct a life skills assessment in targeted districts, communities, and schools in rural Zambia to explore the impact of social support on girls’ self-esteem and agency. To be able to measure this, we will adapt an existing tool to assess changes in key life skills, specifically self-esteem and agency, and then use that tool to examine to what extent social support provided to rural, marginalised school girls through the Learner Guide program, translates into an increase in a girl’s self-esteem and agency, enabling girls to be able to make decisions that affect their lives or livelihoods as well as those of their families and communities.

Ultimately, the Theory of Change we hypothesise our research will demonstrate is:
1. Life-skills taught effectively to students by young female role models (Learner Guide program) from the community
2. Increased levels of self-esteem, self-confidence, and agency alongside higher attendance, retention, and completion rates for marginalised girls
3. Meaningful and secure futures for young women post-secondary school
The research will be conducted between 2022 and 2024 as the design stage, 2023 yr. 1 data collection, 2024 yr. 2 data collection.

Purpose
The purpose of this research will be to develop a Life Skills Assessment tool which can be used by CAMFED and in the wider audience to measure agency in marginalised girls and young women.

Qualifications, experience, and skills of the consultant/s
CAMFED is seeking the services of an experienced and skilled Zambian-based consultant or organisation with experience and expertise in qualitative research but also in developing assessment tools and in psychometric testing.
Preference will be given to applicants with the following:
• A consultancy / organisation with at least one consultant or sector specialist who is a female gender specialist with extensive knowledge and experience of conducting gender responsive evaluations and or research with girls and or young women in rural Zambia.
• A lead researcher with at least a master’s degree, in any social science, preferably including gender, evaluation or social research.
• A qualitative and quantitative research specialist with a minimum of seven years’ experience in program/project evaluation in a development context.
• Informed by relevant subject matter knowledge and experience such as education and gender, to ensure the research design and research methods are as relevant and meaningful as possible given the aims and objectives of the research and the context in which it is being delivered.
• Ability to design, manage and implement primary research in potentially challenging project environment i.e., the pre -testing of the Life Skills Assessment tool, in-depth interviews, focus group and other research methods.
• Demonstrated and recent understanding of the young women’s empowerment, education sector and related issues, in the Zambian context; and
• Ability to produce well written, analytical reports in plain English.

Proposals
Proposals should be no more than five pages excluding evaluators’ CVs (with a 2-page limit per CV) and tables of relevant experience. It should include:
• Method statement – description of activities to deliver requested services
• Project’s team’s and organisation’s experience and relevant expertise
• Project and resource plan
• Quality assurance and risk
• Details of two professional referees
• Detailed budget (in GBP).
