JOB DETAILS:
Description:
Reports to Head of Grants and Contracts. The incumbent will be responsible for overseeing and coordinating CIDRZ Contracts, including USAID Contracts. Contract oversight includes tracking, closely monitoring and working with the contract technical staff to facilitate reporting both technical and financial requirements to the prime, reconciliating receivables, monitoring modifications and ensuring updated grant database and record maintenance. He/she will actively work with the Grants Management Specialists and Grant Management Officers in following up departmental tasks and ensuring tasks are tracked, followed up and executed. This role will also provide capacity building and support to existing Grants and Contract Specialists and is expected to have a strong track record of USAID Contract and Grant management.

Main duties

• Oversee and leads the CIDRZ Office of Sponsored Programmes Staff (5 individuals), including coordination, development of work plans, technical support, and provision of capacity building.
• Manages a portfolio of high value Grants and Contracts awards assigned to the OSP
• Reviews awards Budget to Actual for all grants in the OSP portfolio generated by respective Grants Management Officer for discussion to identify at risk or high priority awards.
• Ensures that staff follow grants management policies, directives, standards and procedures.
• Circulates notices for current and closing projects; re-budgeting forms and issues on donor regulations/guidelines as deemed necessary.
• Supports the review, completion and execution of assigned grantee notice of grant awards (NGAs), Memorandum of Understandings (MoUs) and subcontracts. S/he will also assist to identify and resolve budget, compliance and/or other issues that may be noted.
• Provides technical support as required to staff and sub recipients
• Coordinates and facilitates the resolution of all Grant and Contract related financial issues between Project Teams and Finance Teams
• Monitors awards milestones, funding mechanism and reconciliation of bridge funding support.
• Oversees required closeout processes to ensure they are completed with project accountant and grant investigators or project teams
• Review and get an in-depth knowledge of the CIDRZ current grant management policies to ensure they are compliance with USAID Contract requirements.
• Leads the coordination of operational, financial and technical meetings to facilitate smooth delivery of contract outputs.

Qualifications
• A master’s degree in business administration/accountancy or finance
• Minimum of 10 years’ experience supporting and managing USAID/CDC/DOD/PEPFAR Contracts and Cooperative Agreements required.
• Strong communication skills
• Advanced Proficiency in Microsoft office programs, particularly Excel and Word a MUST
• Proficiency in Sage X3 and GrantVantage accounting and grant management software is preferred.
• Excellent interpersonal and communications skills
