JOB DETAILS:
Keeping Girls in School (KGS) Initiative is a component under the Girls' Education and Women's Empowerment and Livelihood (GEWEL) Project which is currently being implemented by the Government of Zambia with support from the World Bank. The Project which is being implemented in three Ministries namely the Ministry of Community Development and Social Services (MCDSS), Ministry of Gender (MOG) and Ministry of General Education (MOGE) has three components. The first component is the Supporting Women's Livelihoods initiative, while the second component supports the keeping Girls in School Initiative, and the third component supports institutional strengthening and system building in MOG and MCDSS for women's empowerment and social protection.
PROJECT BACKGROUND
The goal of the Girls' Education and Women's Empowerment and Livelihood (GEWEL) Project is to increase access to livelihood support for extremely poor rural women and access to secondary education for disadvantaged adolescent girls in extremely poor households in selected districts. The objective of KGS is to help adolescent girls in extremely poor households to access secondary education, by providing support to cover secondary school fees for adolescent girls in extremely poor households that are benefitting from the government's existing Social Cash Transfer.
KGS was designed in response to the fact that very few adolescent girls in rural areas are enrolled in school and increase in school dropout due to:
(i) the inability of the poorest families to bear the costs (or opportunity costs) of educating girls and
(ii)the lack of options available to girls to develop the skills needed to generate sufficient income to lift themselves and their families out of poverty. KGS will therefore increase the opportunities available to these girls to improve their living standards in the long run by ensuring that they acquire the needed education.

GRIEVANCE REDRESS MECHANISM OFFICER (1),
Location - Lusaka Reports to - Project Coordinator .
Duties and Responsibilities
• Lead the establishment of a comprehensive Grievance Redress Mechanism (GRM) system to receive and address grievances related to the Project;
• Ensure complaints lodged by citizens and beneficiaries on any aspect of the project are received and addressed within prescribed time limit;
• Establish and maintain records of all complaints received and redress/ resolution of grievances, including time it took to resolve and store data in the database (KGS-MIS) for easy reporting: • Assist in redress of all grievances by coordinating with the concerned parties;
• Coordinate the system of collecting and addressing grievances at the community and District levels;
• Actas National focal point person for grievance redress mechanism and gender for the KGS initiative;
• Create awareness of the GRM among all stakeholders through public awareness campaign/sensitisation in close coordination with the Communication Officer
• Ensure dissemination of the GRM messages in the District where the project is implemented;
• Provide impartial consultation, conflict resolution and problem solving in response to complaints and inquiries received from members of the community and affiliations, including beneficiaries, staff and the public:
• Analyse information and work with the appropriate officers during the course of investigations, and maintain accurate and thorough investigatory files and reports:
• Provide inputs into the development of the GRM module of Integrated Management Information System (KGS-MIS) and utilise the module once developed
• Monitor the functioning of the processes of the GRM system, identify shortfalls and propose solutions;
• Propose recommendations and seek decisions as it relates to all grievances and appeals through internal and external communications;
• Contribute to the drafting and updating, as needed of the Project GRM handbook to guide GRM activities under the project:
• Assist in the formation of complaints and grievances committees at District and community level as well as lead the formation of complaint and grievance reporting framework and dissemination process; • Train local structures and all project staffin the use of the Grievance Redress System and ensure that all stakeholders responsible for handling grievances are aware of their roles and responsibilities and act accordingly,
• Prepare monthly, quarterly and annual reports:
• Perform any other tasks as may be required for the implementation of an effective GRM system.

Qualifications, Experience and Key Attributes
• Advanced Degree in Social Sciences or related with 3 years of related professional work Experience:
• At least 3 years of related professional work experience in the area of citizen's engagement and accountability
• Proven track record of developing and operationalising grievance mechanism or other mechanism for citizens engagement in the delivery of development projects
• Proficiency In computer applications (MS Windows; MS Office), including experience with spreadsheets and database packages (MS
• Excel, MS Access), are a must;
• Must be committed to principles of due process, fairness, and respect,
• Excellent communication skills (verbal and written)
• Experience using innovative training management and communication methodologies particularly in rural and peri-urban communities:
• Strong writing and communication skills, including ability to prepare quality, focused reports
• Understanding of drivers of School Related Gender-Based Violence (SRGBV)
• Solution oriented person with excellent interpersonal and problem solving skills, and demonstrated ability to work in a team.
• Experience in working on similar project will be an added advantage
