INVITATION FOR EXPRESSIONS OF INTEREST (First Issued on 30 July, 2024)
TENDER FOR THE PROVISION OF CONSULTANCY SERVICES FOR THE DEVELOPMENT OF THE NATIONAL IRRIGATION MASTER PLAN
The Government of the Republic of Zambia, through the Ministry of Agriculture, has acquired a finance facility from the WORLD BANK towards the cost of the Zambia Growth Opportunities Project (ZAMGROW) and intends to apply part of the agreed amount for the contract for Provision of Consultancy Services for the Development of the National Irrigation Master Plan.
The Ministry of Agriculture now invites Expressions of Interest for Provision of Consultancy Services for the Development of the National Imigation Master Plan.

The scope of the assignment comprises but not limited to the following aspects:
• To undertake a rapid desk review of irrigation opportunities and programs across the spectrum of public schemes, community schemes, and FLID, in order to identify gaps, opportunities and best practices for improvement.
• To undertake a comprehensive baseline survey of irrigation facilities in the country
• To review the current irrigation financing structure and propose sustainable innovative financing mechanisms to promote the irrigation sector (including attention to the different financing needs and opportunities across the range of public, community and FLID irrigation development).
• To review the current methodologies in supervision and monitoring of irrigation infrastructural projects and constructions to ensure quality delivery of services in a timely and cost-effective manner for improvement.
• To review prevailing irrigation master plans in the sub-region to establish best practices for adoption in Zambia.
• To ascertain an appropriate irrigation hectorage goal to be achieved with respective interventions for achieving the targets within a specific time frame.
• To determine the appropriate cost for developing different types of Irrigation systems and processes in (US dollars) taking into account source of water with a view of moderating the cost for different players (Public sector and Private sector).
• To undertake an underground and surface water resource assessment for the country and relate such to irrigation potential.
• To undertake dam site identifications for 10 large dams, 20 medium size dams and 50 small dams focusing on the drier Provinces using appropriate GIS software/Models. For the 10 large dams, the consultant shall further characterize them.
• The consultant shall Formulate 10 pipeline bankable imigation projects (one per Province with a minimum size of 200ha)
• To undertake water accounting, highlighting the various demands on water use for agricultural purposes and alsc in line with the requirements for reporting on SDG 6.4 and the International Recommendations on Water Statistics:
• To undertake an evaluation of the existing network of Hydro-meteorological stations their adequacy and make recommendations for addressing any shortfalls in the context of climate change.
• To analyze the current financing mechanisms for developing public and private irrigation development in the country and give necessary recommendations.
• To extensively travel to all parts of the Country.
• To carry out an assessment of irrigation potential (biophysical) disaggregated by Water Resources Area (WRA) and imigation typology with attention to the opportunities presented by public schemes. community scheme and FLID intervention approaches
• To provide a planning tool for rational exploitation of Zambia's soil and water resources intended to trigger an increase in crop production of both staple foods for local consumption and high-value products for export.
• To work in close collaboration with the other consultants that is the Irrigation Development Guidelines and Irrigation Policy consultants.

This bidding process is being conducted in accordance with the provisions of the Public Procurement Act No. 8 of 2020, as amended by Act No. 17 of 2023; and as read with the Public Procurement Regulations, 2022.

Bidding is open clizen, local and foreign bidders. However, foreign bidders are required to partner with citizen bidders. Eigibility shall be supported by the following documentation:
• Certificate of Incorporation and PACRA Form II company print-out,
• Valid NAPSA Compliance Certificate, and
• Valid ZRA Tax Clearance Certificate.
• Citizen bidder partners for the foreign bidders shall submit the above requirements for eligibility.

Interested consu tants must provide information indicating that they are qualified to perform the services brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Closure for submission of Expressions of Interest is Monday, 12 August, 2024 at 10:00 hours local time. Bidders are instructed to submit one (1) original and four (4) copies. Bidders are further instructed to deposit their submissions in the bid box, on the Ground Floor, Eastern Wing, Mulungushi House, Lusaka, Zambia.
