1. On Call Africa in conjunction with WaterAid Zambia is implementing a project to improve access to Water and Sanitation services, and improved hygiene in Health Care Facilities (HCFs). The project focus is around WASH infrastructure improvement at HCFs with special attention towards delivery and pediatric units but also HealthCare waste management, hygiene behavior change, and capacity building and systems strengthening to sustain WASH interventions. The Tender is being conducted through the Open National Bidding (ONB) procedure.
2. On Call Africa is now inviting sealed bids from eligible and qualified Bidders, registered with the National Council for Construction (NCC) in category B, with Grade 6 or better and category C, with Grades 5 or better, Company’s registration, Valid Tax Clearance Certificate, NAPSA, Workers Compensation, Engineering Institution of Zambia (EIZ) valid practicing license and VAT Registration Certificate to undertake construction/renovation of maternity annexes, incinerators, ash pits, placenta pits and small water networks at Health Care facilities in Sesheke and Mwandi Districts in Western Province of Zambia.

3. Bidders are expected to visit and examine the sites of works and its surroundings. The proposed site visits will be 13th June 2022 (Lot 4 & 5 Civil works- Group 1), 13th June 2022 (Lot 6 & 7 Civil works- Group 2 ) in Sesheke District 14th June 2022 (Lot 1-3 Water Networks – Group 1) and 14th June 2022 (Lot 8 Civil works – Group 2) in Mwandi District The Prebid meetings will take place on the above proposed dates at 08:00hrs to 09:00hrs at Sesheke District Council for sites located in Sesheke on above days and Mwandi District for the site located in Mwandi District on the above day). After the Prebid meeting bidders will proceed to visit the sites at 09:00hrs. The site visits are MANDATORY (a site visit certificate will be issued) and the related costs to the site visit shall be at the bidder’s own expense. No late coming will be tolerated. All Bidders will leave for site visit at exactly 09:00 hours.
4. A complete set of bidding documents may be purchased from the OnCall Africa Offices, On Plot No. 80S Chipembe Road, Off Tanzania Road Livingstone Zambia upon payment of a non-refundable fee of Five Hundred Kwacha (K500.00) for the bid document deposited to this Bank Detail “ACCOUNT NAME: ON CALL AFRICA LIMITED Account Number: 0102030000502, INDO ZAMBIA BANK”. Bidders must obtain an official receipt for their deposit from On Call Africa Offices. The official receipt should be part of the bid document submitted.
5. The bidders may obtain further information from On Call Africa Offices and inspect the Bidding Documents at the address given below from 08:00 hours to 13:00 hours and from 14:00 hours to 17:00 hours, Monday to Friday. A complete set of Bidding Documents in English may be obtained from the On Call Africa Office.
6. A margin of preference shall apply following the Preferential Procurement Clause for bidders registered with the Citizen Economic Empowerment Commission (CEEC) in line with ZPPA circular No. 2 of 2011 as follows;
(a) For a citizen influenced company, by four percent (4%)
(b) For a citizen-empowered company, by eight percent (8%)
(c) For a citizen- owned company, by twelve percent (12%)
7. Bids must be delivered to and placed in the tender box On Plot No. 80S Chipembi Road, Off Tanzania Road Livingstone, Zambia on or before 12:00 hours local time on Friday, 24th June 2022. Bids must be appropriately bound, sealed and labelled. Electronic bidding will not be permitted. LATE BIDS WILL BE REJECTED.
8. Bids will be opened in the presence of the bidders’ representatives, who choose to attend in person at the address below immediately after 12:00 hour’s local time on Friday, 24th June 2022. All bids must be accompanied by a 2% Bid Security of the bid amount.
