1.   Introduction

We Effect is inviting consultancy companies or individual consultants to submit tenders for an assignment to develop a logo for the Women Economic Empowerment Project, the logo will be used by all partners of the consortium in their communication and visibility materials. The logo will incorporate, to a larger extent the overall outcome and impact of the project deliverables.

The We Effect Zambia Country Office is implementing a Women’s Economic Empowerment Project in selected districts of Zambia, in three provinces namely: Southern, Eastern and two districts in Western Province. The overall objective of the proposal is to ; Advance women’s economic empowerment to ensure the capacity of women to participate in, contribute to and benefit from agricultural value chains and processes in ways that affirm the value of their contributions, respect their dignity, promote equality.

The project will be women-led and women-centred, which means it will complement other projects supported by We Effect. We Effect is going to work with Women for Change, Heifer International Zambia, Zambia Land Alliance and the District Women Associations (DWAs) . The   project objectives include the following

1. Increase women’s agency and decision-making power at household and community levels to address barriers to women’s economic empowerment.

2. Address institutional barriers that limit women’s economic advancement in agricultural value and market chains.

3. Strengthen women’s voice and collective power at community level to increase access to, control of and ownership of productive (e.g. physical assets, land) and financial assets among women through women-led cooperatives, land tenure and financial inclusion.

The core strategy is to strengthen cooperatives of women and men living in poverty through membership-based democracy, long-term economic thinking, social responsibility and transparency.

2. The Assignment

The women Economic empowerment project is working with women led organisations who are working with women farmers in groups, which later comprise of Associations, and these constitute the District Women Development Association. The interventions for women economic empowerment in these organisations target women individually at group level while some target them as a collective entity at Association level. The main aim of the documentary is to highlight the impact of the project in working with women in these structures and show some of the success stories that are empowering women in these communities.

Objectives

1. To profile the women economic activities that women are involved in.

2. To highlight women’s participation at different nodes of the value chain.

3. To highlight success stories and how the WEE project has impacted on women socially in their communities.

4. Conduct field interviews and shootings deemed relevant with resource persons who have shown interest in the issue, to further enrich the documentary in addition to the interviews with some participants in existing WEE project and partner videos.

5. Produce three different, high quality documentary films using interviews, videos and photographs using various mechanisms including during various meetings. With Voiceover commentaries in English. The format of broadcast and filming proposed will have to conform to the standards: 16/9, 25 pictures/sec, full HD, AVI, MPEG 2, MPEG 4 or MOOV for the diffusion and for the shooting: full HD, or 4k and with the ability to convert the same video to verbatim (audio spot).

Consultants Profile

  • A certificate or diploma in relevant field such as marketing, journalism, advertisement, filmmaking. A bachelor’s degree on the above will be an added advantage

Experience

  • Minimum of Five Years of experience in the area of film, documentary writing, producing, directing and editing.
  • Proven record of performance excellence regarding themes/target groups that are like the above-mentioned ones.
  • Ability to effectively apply high production and technical standards for the purpose of maintaining high level of professionalism.
  • Ability to work in Lozi, Tonga, Chichewa and English Languages

Environmental screening and mitigation measures

The proposed assignment does not have a negative influence on the environment. However, its success can bring about increased investment in farms which could have environmental implications. In view of the broad action plans for partnerships have strategies to mitigate the effects of farm expansion on the environment. Farmers will be trained on the appropriate use of pesticides as well as IPM methodologies to reduce the use of inorganic pesticides. Conservation agriculture techniques will be encouraged among farmers.

Expected Results

The following are the expected outcomes of this assignment.

  • Documentary of activities in the 8 districts (Chadiza, Chipata, Choma, Kalomo, Kaoma, Lundazi, Mumba and Zimba) of the project.

4. Evaluation Criteria

For the evaluation of the expression of interest the following criteria will be applied.

a) General experience of the firm (20)

b) Experience Related to the Assignment (25 points).

c) Technical approach and methodology (35 points)

d) Work plan (10 points)

e) Language (10 points).

Interested firms are requested to submit the following documents.

a). Technical proposal not exceeding the 8 pages on.

  • understanding and interpretation of the TOR.
  • Methodology to be used in undertaking the assignment.
  • CVs of key personnel to be engaged in the production of documentary.
  • Documentary synopsis including description of methodology and work plan (Not exceeding three pages).
  • Detailed filming plan and timetable (Pre-production, production, and postproduction)
  • Detailed technical information of the equipment intended for use, camera, light, sound, and other video production equipment

b). Financial Proposal

  • Consultant’s daily rate.
  • Film crew cost and estimated days of shooting.
  • Editing process and cost related to editing.
  • Cost of dubbing and subtitles captioning.
  • Cost related to cost production process.

c) The firm is supposed to produced samples of previous work done for renowned national or international organisations.

4. Timeframe and Payment

The timeframe of the frame consultancy agreement is for 30 days. The assignments will be requested and specified in a specific Task Call Off. The Task Call will include information on the scope of work, number of workdays and deliverables.

The payment shall be based on approved time sheets, including a narrative report of work carried out and invoice with attached approved time sheets.

5. Tenders

Tenders shall consist of:

  • Company profile (clearly stating full contact details, physical address and telephone lines);
  • Certificate of incorporation or registration;
  • VAT registration;
  • Tax clearance certificates,
  • Membership or affiliation to a relevant professional body;
  • References/samples of three similar assignments completed working with communication for an NGO/INGO or similar within the past three years;
  • CV of the proposed consultant(s);
  • Fee rate per workday in ZMW; and
  • Declaration of any business or personal relationships connected to We Effect.

6. Skills and Knowledge

The required skills and knowledge of the proposed consultant (s) include:

  • Computer literacy skills
  • Skills in designing and video production of documentaries
  • Experience in adapting your communication for international and local target groups.
  • Experience working with different media platforms, digital, social media, printed etc.
  • Excellent computer skills and experience working with MS Office applications and other design programs.
  • Advanced written and spoken knowledge in professional English, interpretations and transcription of audio or video files.

Payment fees will be based on the delivery of outputs, as follows:

  • 25% upon signing of the contract
  • 25% upon submission of the video production content
  • 50% upon approval of the final video products and other deliverables

The selection of the successful consultant will be based on the qualification requirements and interviews of company representatives and candidates.
