JOB DETAILS:
The Lusaka Integrated Solid Waste Management Company (LISWMC) was established following the enactment of the Solid Waste Regulation and Management Act No. 20 of 2018 as an autonomous Solid Waste Management Utility in order to provide effective solid waste management services in the City of Lusaka and has taken over solid waste management functions from the Lusaka City Council.
The Company is responsible for the following functions:
i. Facilitate and provide solid waste services in order to ensure a clean, safe and healthy environment;
ii. Manage solid waste infrastructure in order to ensure sound treatment and disposal;
iii. Enforce solid waste standards in order to ensure compliance and enhance provision of quality services;
iv. Facilitate private sector participation in the development and provision of solid waste management in order to ensure accessible, sufficient and affordable services;
v. Manage corporate affairs and consumer services in order to enhance smooth operations of the institution;
vi. Manage financial and other resources in order to ensure their prudent utilisation and accountability; and
vii. Manage the provision of independent assurance on the institution’s risk management and governance in order to ensure the effectiveness of internal control systems.
In its quest to inspire mindset change towards solid waste management and provide the above listed services, LISWMC is looking for suitably qualified, creative and self-driven individuals to join the Company on the under listed positions to be based in Lusaka City;
3. JOB TITLE: Legal Counsel – Fixed Term Contract (01 Position)
JOB PURPOSE
To provide legal advisory services, and manage legal matters, compliance, risks and Board secretariat services in order to safeguard the interest of the Company.
REPORTS TO: Chief Executive Officer
Main Duties and Accountabilities (Without Limitation)
Manage effectively the provision of legal services in order to advise management and the Board on legal implications of internal policies to ensure compliance with the law.
Provide timely secretariat services to the Board in order to facilitate the conduct of Board business.
Manage timely review and preparation of contracts and other legal documents in order to ensure compliance and safeguard the interests of the Agency.
Responsible for timely prosecutions of non-compliant cases and represent the Company in litigation matters in Courts of law in order to enforce compulsory standards.
Ensure the effective monitoring and evaluation of adherence to Compulsory Standards in order to establish compliance levels and intervention measures.
Manage accurately, the conduct of legal risk assessment in order to formulate responsive approaches.
Prepare monthly and quarterly legal reports for management information.
Coordinate the arching of legal documents such as contracts, agreements, judgements and memorandum of understanding concerning the Company.
Obtain legal opinions from the Ministry of Justice on important issues of law.
REQUIREMENTS
Full Grade 12 School Certificate or equivalent.
Bachelor of Law (LLB Degree) or its equivalent
Advocate of the High Court of Zambia
Member of the Law Association of Zambia (With current practicing certificate)
At least 5 years work experience of which 3 years should be at management level.
Other Skills/Attributes:
• Good knowledge of corporate governance, law and litigation practice.
• Knowledge of procedures and practices used in the conduct of litigation, judicial procedures and rules of evidence.

REMUNERATION PACKAGE
The successful candidates shall be offered a Fixed Term Contract or permanent and pensionable position (depending on the position) with an attractive salary and benefits package corresponding with the provision of the Conditions of Service of LISWMC.
