Overview To support the implementation of its programs in Zambia, Operation Eyesight Zambia is seeking to recruit a suitable candidate for the position of Manager – Finance and Administration.
Position Title: Manager – Finance and Administration REPORTS TO:

Country Office, Lusaka, Zambia
Job Purpose
To ensure smooth and effective functioning of the Country Office
Key Accountabilities
• Maintain proper books of accounts as per the organization’s policies
• Produce and maintain the required documents to fulfill statutory requirements
• Ensure proper utilization and security of office assets
• Provide administrative/ logistic support to the team

Volunteers managed: Nil
Annual operating budget overseen: Canadian Dollars (CAD$) 3 to 5 million, based on approved plan and budget
Organization
The position of Manager – Finance and Administration reports to the Country Director and works collaboratively with Senior Manager – International Finance and Administration. The Manager – Finance and Administration will line manage the two Transport & Admin Coordinators.

Primary Responsibilities
Accounts and ERP Management
• Review and ensure all accounting entries are posted in line with organisation’s budgets and cost centres.
• Review Books of Account monthly and ensure that any rectification entries are made and approved by the Country Manager
• Review Payment batches, Reimbursement Claims and Vendor payments.
• Administration
• Prepare and ensure implementation of Admin Processes and flow
• Line manage Transport & Admin Coordinators and ensure smooth office operations, travel, logistics, vehicle arrangements, banking and payments including travel advances & staff advances, international travel, insurance management and HR support.
• Lead the process of procurements (Goods & Services)
• Manage all Vendor agreements.
• Ensure Fixed Asset Inventory list is updated and conduct annual physical verification.
• Compliance and Audit
• Monitor and ensure that all Financial and Accounting transactions are compliant with Organisational policies/guidelines as well as the Statutory rules and regulations (FCRA, FEMA, RBI, Income Tax, etc) and ensure timely submission of records to various government authorities.
• Support the Country Manager for prompt resolution of any non-compliance/ issues highlighted in the internal reviews and external audits.
• Review and ensure taxes are paid and timely returns are filed.
• Budget Preparation and Management
• Support the Country Manager during the development of organisation budgets and annual plans/objectives for function.
• Monitor and ensure that all financial transactions are as per the approved budget.
• Support the Country Manager for preparation of monthly MIS Reports.
• Verify periodic Financial Reporting prepared and submitted by Partner Hospitals.
• Contribute to the development of an overall culture at OE that is in line with our organisational values
• Ensure integrity and accuracy in your work through role modelling ownership, attention to detail and high expectations.
• Role model professionalism and effective collaboration across teams at all times and ensure OE’s resources are used as effectively and efficiently as possible.
• Demonstrate a hunger to learn, grow and take ownership of your own development

Qualifications and Experience
• ACCA/CIMA, Accounting, Business Administration Degree or equivalent
• Master’s Degree in Finance, Accountancy or related field is an added advantage
• Minimum of 3 years working experience in accounting, operations, and finance management preferably in the NGO sector
• Demonstrated leadership, versatility, and integrity
• WORKING CONDITIONS AND JOB REQUIREMENTS
• Headquartered at Lusaka
• Extended working hours to accommodate head office hours or work
• Act as an ambassador for OE in a variety of professional and social settings.
