Position: Monitoring and Evaluation Officer – CHAZ ATECII Project
Location: Lusaka
Reports to: Project Manager- CHAZ
Purpose of the Position/ Responsibilities
The M&E Officer is responsible for monitoring, evaluation and reporting activities under the CHAZ Project. He/she will support the development and maintenance of systems to collect, store and analyze information on inputs, outputs, outcomes and impact of the project. He/she will conduct Data Quality Assessments and supportive supervisory visits to project sites, specifically to SSRs, to monitor, guide, and provide feedback on the use of data and indicators; analyze weekly, monthly, semi-annual and annual data, and support site level training of SSRs in data management. The M&E Officer will support the timely collection and reporting of indicators to CHAZ, and collaborate with the partner M&E officers, to ensure the effective monitoring and evaluation of the project. The M&E Officer will support the project to ensure maximum achievement of its objectives and tracking progress towards results.
Specific Responsibilities
1. Planning and Management
• Develop and manage detailed, sub recipients SSRs M&E plans
Provide mentorship to sub recipients
• Develop templates for monitoring and documentation and maintain databases
2. Monitoring of the CHAZ ATEC II Project
• Support data management and reporting for program quality assessments/initiatives
• Support the compilation of monthly, quarterly, semi-annual, annual and other project reports
• Participate in the designing, budgeting, planning for data collection and analysis
3. Capacity Building
• Build the capacity of SSRs in monitoring, reporting, data analysis
• Monitoring and Supervision of Sites
4. Coordination and Representation
• Maintain up to date and good relationships with ECR and CHAZ M&E officers and other relevant staff and stakeholders
• Attend meetings relevant to project activities in liaison with supervisor
5. Sharing and Learning, in collaboration with the Project Manager and SSRs
• Support the documentation of success stories, case studies and other documents, as guided by the Project Manager
Key Qualifications
• Degree in Demography, Sociology, Monitoring & Evaluation, Development Studies or any related Social Science degree.
• At least 3 years’ experience in Monitoring & Evaluation
• At least certificate in M&E as a post qualification will be an added advantage
Required Skills
• Excellent oral and written communication skills; fluency in the local language and English.
• Knowledge of HIV/AIDS or other relevant public health and community development issues.
• Works with very minimal supervision.
• Willingness to travel extensively across all Project Districts.
• Ability to work with tight deadlines and deliver effectively as assigned by supervisor
