PROJECT BACKGROUND
The Ministry of Health (MOH)/ZNPHI with support from the World Bank is implementing the Africa Centres for Disease Control and Prevention (Africa CDC) Regional Investment Financing Project (ACDCP) which aims to enhance Public Health Security capacity by supporting the establishment of infectious disease control systems on the African continent.
The Africa CDC is a specialized technical institution of the African Union established to support public health initiatives of Member States and strengthen the capacity of their public health institutions to detect, prevent, control, and respond quickly and effectively to disease threats. To help Africa CDC and countries in the region cope with the burden of disease threats and outbreaks, the World Bank has provided funding to the Africa CDC headquarters in Addis Ababa, the Ethiopian Public Health Institute (EPHI) and the Ministry of Health/Zambia National Public Health Institute (ZNPHI) for strengthening vital institutional capacities to execute measurable public health functions through the Africa Centres for Disease Control and Prevention Regional Investment Financing Project (ACDCP).
The overall Project Development Objective (PDO) is to support Africa CDC to strengthen continental and regional infectious disease detection and response systems.
The Zambia chapter of this Project seeks to provide institutional strengthening to the Zambia National Public Health Institute (ZNPHI) and support operationalisation of the Africa CDC Southern Africa Regional Collaborating Centre (SA-RCC) based in Lusaka, Zambia. The project is been implemented by Ministry of Health through Zambia National Health Institute of Public Health (ZNPHI).
The Ministry of Health/Zambia National Public Health Institute now seeks to engage the services of suitably qualified candidate to fill the vacant post of Monitoring and Evaluation Specialist under the project.
Monitoring and Evaluation Specialist (1 Post)
a. Duty Station: Zambia National Public Health Institute PIU, Lusaka
b. Reports to: Project Coordiantor-ACDCP
Objectives of the Assignment
The Monitoring and Evaluation Specialist will be responsible for the planning. coordination and implementation of all project monitoring and evaluation activities through designing and implementing monitoring system for collecting/tracking regular progress updates and inform to management through formal reporting aspects and ensure the quality and adequacy of the project monitoring for achieving the Project Development Objectives.
Duties and Accountabilities
The specific duties of the M&E Specialist shall include but not limited to the following:
Design and Implement M&E System:
• Develop and implement M&E plan of project to generate regular information related to progress of the project.
• Develop common indicators for data collection, design data collection tools/ templates, and assist for regular data collection/generation process.
• Develop a mechanism to ensure that project planning, including inputs and targets are aligned with the overall Project objectives:
• Lead the baseline survey, Mid-Term and End Term evaluations including quality assurance processes for data collection to ensure robust data for the project:
• Provide support to the routine data collection, analysis and aggregation of data from district to national level as may be required;
• Provide technical support to project staff on implementing M&E plan and logical framework.
• Liaise with project management to collect and analyse data and to determine progress achieved.
• Support performance reviews in line with the project implementation manual.
Project Information Management
• Track project's output and outcome level results on the periodic basis in close coordination with project's implementing team as well as with Implementing Partners.
• Collect, check, verify and compile data from the field as stipulated in the M&E plan.
• Review and compile monitoring reports, project progress reports, evaluation reports, photographs, case studies video documentaries, power point presentation, etc.
• Update and maintain the project database.
Quality Assurance
• Review field level assessment reports, baseline studies and evaluation reports. Ensure that reports from partners/consultants are complete and meet the quality requirements.
• Undertake the quality control of project's implementing strategies and approaches.
• Establish a reliable and consistent database of indicators in line with the results framework for all program activities and ensuring that the M&E standard operating procedures (SOPs) and guidelines are developed and updated routinely and systematically:
Reporting and Documentation
• Support the Project Coordinator on the preparation of annual work plans. This includes schedules and formats for the submission of necessary reports and other inputs by the PIU, ZNPH and partners
• Prepare the M&E monthly progress report and submit to supervisor.
• Assist project team to prepare period reports of project through providing M&E related information.
• Lead documentation of best practices and lessons learnt under the project. Collect and/or assist to collect case story, best practice documentation, lesson learn; and update and manage that information in project's reports and other knowledge products.
• Work closely with the project to ensure that lessons learned from project evaluations are documented properly.
• Ensuring timely compilation of summary and thematic reports in line with the project requirements. Priority reports include semi-annual reports and Zambia's annual contribution to the regional report
• Contribute to efforts for building the capacity and improvements on activities related to M&E, which may include data collection, utilization, and dissemination in collaboration with partners and other stakeholders
• Contribute for developing and managing knowledge products (knowledge management) of project.
Contract Appointment
This two-year performance-based contract may be renewable upon satisfactory performance.
Qualifications and Experience
a. Bachelor's Degree in Demography, Economics, Statistics and other related Social Sciences or any related/relevant field
b. MSc. Epidemiology, Project Management, Demography any related/relevant field will be an added advantage
c. Minimum Ten (10) years post qualifying experience
d. Senior management level/supervisory level will be an added advantage. e. Experience in designing, implementing and overseeing M&Erelated task
Required Competences
a. Proven ability and capacity to manage databases
b. Proficiency in Statistical and data management packages such as STATA, R, Epi data, SPSS.
c. Knowledge of data collection protocols to ensure accurate data collection and verification; ability to identify data trends and communicate this information for strategic decision-making in program implementation.
d. Minimum 10 years of demonstrated experience in designing, implementing. monitoring and evaluating projects in public health programs, project management in health sector, health management information system or health sector M&E system.
e. Demonstrated experience in M&E system development and data analysis in the health sector would be an asset.
f. Proven track record in writing or contributing to technical reports in public health an added advantage.
g. Proficiency in Microsoft Applications including Excel, PowerPoint and Word.
h. Excellent ability to communicate clearly, accurately and concisely in English, both verbally and in writing.
i. Experience of quantitative and qualitative data collection and analysis.
j. Good interpersonal, communications, and facilitation skills.
k. Strong attention to detail and thoroughness in work product.
l. Ability to multi-task, work with tight deadlines and deliver exceptional results. m. Ability to work in a team and independently with minimal supervision.
