Under the overall responsibility of the Director of the ILO Country office for Zambia, Malawi and Mozambique and the direct supervision and guidance of the ILO Project Manager (PM), the incumbent will be responsible for the coordination and implementation of the Decent Work for Youth in Mozambique (DW4YM) project with a special focus on mainstreaming employment intensive approach in the development and maintenance of rural/agricultural infrastructure. The incumbent will work in close liaison with the NPC-Skills and other project staff, government counterparts and social partners to create synergy and impact in project delivery. The NPC-EIIP will receive technical guidance from the EIIP Senior Specialist and other relevant members of the ILO Decent Work Team in Pretoria.
In addition, the incumbent will work closely with staff from other ILO supported projects operating in Mozambique as well as relevant IFAD and Government personnel in order to provide a coordinated input and ensure delivery of the project objectives.
Description of Duties
The EIIP-NPC shall, in general, support the coordination and implementation of project activities relating to employment intensive rural infrastructure works. More specifically, EIIP-NPC will carry out, but not limited to, the following duties:
1. Coordinate all the project activities related to the building of local capacity on employment-intensive infrastructure development approach as well as the creation of synergy among participating implementing bodies and other stakeholders.
2. Prepare background information, project and technical briefs as well as statistical data on baseline and country context to support the design and implementation of employment intensive rural infrastructure works;
3. Support implementing partners in the identification, planning, and implementation of rural infrastructure projects, in a manner that increases and optimises labour intensity and quality of works
4. Organizing and conducting awareness workshops and meetings as well as leading the development of technical guidelines, field manuals and publications on pro-employment rural infrastructure development works;
5. Support in building the capacities of local TVET institutions and sector-based technical training centres through participating in the development of training plan, updated curriculum and teaching materials, training of trainers as well as facilitating certification and accreditation processes;
6. Participate in the design and monitoring of field trials and quality assurance of infrastructure works to ensure productivity, quality and effectiveness in the delivery of employment intensive road improvement and maintenance works;
7. Develop simplified technical and managerial tools necessary for the planning, implementation and monitoring of project interventions;
8. Provide necessary technical support and mentorship to the emerging entrepreneurs and community groups, to be trained under the ILO/IFAD project, in relation to EI project planning, design and supervision as well as realigning of project activities to employment intensive principles;
9. Assist in the monitoring and control of usage of project resources, and prepare budget estimates and expenditure forecasts by analysing EIIP activities and providing regular feedback to the Project Manager on proposed actions
10. Research and prepare briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall outputs/outcomes of the Project with translation to local languages.
11. Ensure the visibility of ILO and the EPWP in all project activities and actively participate in resource mobilisation for similar projects, and
12. Perform other duties as may be assigned by the Supervisor.
Required qualifications
Education
First university degree (Bachelor’s or Equivalent) in civil and/or environmental engineering. Qualification in employment intensive approach, natural resources management, climate change, or related disciplines with expertise in Social Analysis will be added advantage.
Experience
At least three years of professional experience at the national level in the area of infrastructure works (i.e., Roads, Water & sanitation, building, etc.), project management, implementation, monitoring and evaluation. Past experience working with the ILO or other UN agencies will be an added advantage. In addition, proven experience in the infrastructure sector as well as working effectively with national and/or local government bodies in charge of infrastructure sector and other development partners would be an asset.
Languages
Excellent command of English and a good working knowledge of written and spoken Portuguese is required.
