JOB DETAILS:
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.
The Capacity for Nutrition – National Information Platforms for Nutrition (C4N-NIPN) is one of three components of the global programme ‘Knowledge for Nutrition (K4N)’. As a joint action, K4N supports the European Commission (EC), its partners as well as the Federal Ministry for Economic Cooperation and Development (BMZ) with competence and knowledge to inform nutrition-related programmes and policies through evidence-based approaches and strategies. C4N is a key element of the EC’s ‘Nutrition for Development’ (N4D) Programme, which underpins the implementation of the EU ‘Action Plan for Nutrition (APN)’. Launched in 2015, NIPN is an EC initiative, providing support in nine countries for better nutrition information systems and improve data analysis for better-informed strategic decisions. Working with national institutions and partners GIZ directly supports the implementation of existing country-level platforms in Ethiopia and Niger and will support the establishment of a new platform in Zambia as of 2023. Multisectoral formulation of policy questions, resulting evidence-based advice and communication in strategic fields of nutrition are core tasks of the platform development; they include the improvement of the governance, capacity development of staff and partners as well as linkage to global policy advice.
The NIPN project is one of the projects under the GIZ Agriculture and Food Security (AgriFood) Cluster Zambia. The projects under the AgriFood Cluster aim at contributing to the food and nutrition situation of poor rural households, climate-resilient agricultural production and competitiveness along selected value chains in order to increase incomes of small and medium farmers) and to improve access to agricultural finance.
In this context, GIZ is seeking a suitable candidate for the following position
Nutrition Policy Advisor (Lusaka based)
REF: GIZ_NIPN_NPA

Main tasks and responsibilities:
• Conceptualize and manage multisectoral dialogues with different partners to promote and strengthen the use of the NIPN platform in Zambia’s nutrition governance (incl. representation in national fora), ensure constructive working collaboration with key stakeholders and line Ministries
• Monitor local grant agreements and manage the organisational development processes to build the capacity of the institutional partners NFNC and ZamStats to run the platform
• Strengthening the capacities of national partners to utilize data and national multisectoral databases and enable them to draft advocacy messages based on the data from the NIPN
• Contribute to technical assistance and capacity development activities on, for example, the elaboration of technical notes/guidelines on the planning and implementation of nutrition programmes based on data analyses
• Support project management, including external and internal communication and maintaining a good collaboration and regular exchange with the relevant SEWOH projects and the AgriFood Cluster in Zambia

Qualifications
Formal Education
• University degree in nutrition, public health, food security, or related discipline, e.g. agriculture, international development

Other Qualifications
Professional Experience
• Minimum of 5 years of relevant work experience in the nutrition sector, including working with national and sub-national policy makers or other relevant institutions
• At least 5 years experience in coordinating and facilitating multi-sectoral and multi-stakeholder processes with partners from government, NGOs, development partners (including UN organizations and bilateral) and research
• Proven working experience in dialogue facilitation, partnership brokering, strategic planning, advocacy, training/capacity development and communication
• Proven working experience in the formulation of policy questions, the drafting of policy/ strategic advice for different audiences including its communication
• Working experience with the planning and delivery of capacity development measures in the areas of policy advice, nutrition and communication strategies towards decision-making
• Team orientation, flexibility within a rapidly changing environment, high degree of intrinsic motivation to achieve results, as well as ability to deliver goal-oriented results on time
Other Knowledge, additional competences
• Excellent oral and written communication skills
• Must be computer literate with good working knowledge of ICT and relevant applications for research, effective report writing and presentations (e.g., MS Office Suite – especially PowerPoint, etc.)
• Good time management skills and the ability to manage multiple projects simultaneously
• Strong interpersonal skills and ability to work effectively in a multicultural and multidisciplinary team
• Fluency in English (C1) both written and spoken, knowledge of German and French is an asset
