JOB DETAILS:
Job Purpose
To head the Procurement Unit ensuring that all procurements are carried out in line with Zambia Public Procurement Authority (ZPPA) procedures and regulations, Grant and Loan Agreements are delivered on time to the required conditions and specifications which are consistent with the overall budgets and objectives.
Main Duties and Responsibilities
• Development of a comprehensive Annual Procurement Plan for all acquisitions of goods and services;
• Coordination in the preparation of specifications and bills of quantities for procurement of goods and works and preparation of terms of reference for selection of consultants;
• In consultation with the relevant staff and stakeholders prepare tender documents, requests for proposal documents
• Preparation of Specific Procurement Notices (SPN): Expression of Interests (Eol), Request for Quotations/shopping, ensure timely publications, collection of bids/RFP/RFQ and prepare relevant paper work for receipt of bids/proposal;
• Coordination of the Evaluation Committees’ meetings, provide guidance and prepare evaluation reports following evaluation guidelines and ensure internal approval of procurement evaluation reports by LgWSC Procurement committee, Ministry of Justice for contracts;
• Ensure timely and proper arrival of goods and other deliverables, receipt of payment invoices, goods receiving reports and reconcile financial and technical proposals/offers against final invoices;
• Take immediate action for short landed and missing items and follow up for claim settlements and report to the Managing Director;
• Maintain proper records of all procurement documentation and develop a monitoring and reporting system in line with the ZPPA’s reporting requirements;
Qualifications
• Grade 12 School Certificate
• A Bachelor’s degree in either purchasing or supply management; Commerce: Engineering, Finance, Business Administration or related field;
• Professional qualification and accreditation as certified procurement practitioner
• At least 5 years of direct relevant experience including broad expertise in the management of procurement in the public sector.
• Preferably at least 2 years of experience in implementing procurement actions according to international organizations guidelines such as the World Bank, African Development Bank etc or bilateral or donor-funded programmes.
• Excellent computer skills for Microsoft Office tools and Internet use
• Excellent writing, presentation, interpersonal skills, great excellent analytical skills and ability to effectively communicate with procurement stakeholders
• Support stakeholders in procurement capacity building and other related activities including providing on the-job-training, mentoring, and coaching to procurement related staff in the utility on relevant procurement policies, procedures, and guidelines;
• Any other duties assigned by the Managing Director.
