We are currently seeking qualified candidates for the position of PM Lead in Zambia, based in Lusaka, for an anticipated public health award. Confirmation of this position will be contingent upon FHI 360 securing the opportunity and upon donor prior approval.

Position Summary:
Under the leadership of the Project Director (PD), the PM Lead provides leadership in management and operations, develops strategies to ensure cost and operational efficiency in project implementation. The PM Lead reports to the PD and closely liaises with the other department leads that are part of the project Senior Management Team (SMT). In the absence of the PD, the PM Lead may, at the discretion of the PD, assume the project direction function (i.e., serve as Acting PD).

Main Duties and Responsibilities:
• Support the PD with general oversight of the project, and with an emphasis on project management, subaward management, documentation and reporting.
• In concert with the PD, serve as the main stakeholder liaison with responsibility to maintain cordial and productive relationships with the donor, government stakeholders, project partners (especially subrecipients), and other players operating in relevant sectors/areas.
• Supervise the ‘program management’ team and other senior staff, including performance management and professional development of direct reports (comprised of goal setting, ongoing feedback, coaching, formal reviews, appropriate accountability measures and career support).
• Oversee the subaward management system of the project, including the process of subaward development, the roles/tolls for supporting the subrecipients and the procedure/tools for monitoring of subrecipient deliverables and performance, in collaboration with Technical Services, Strategic Information (SI) and Finance & Operations (F&O) teams.
• Coordinate the preparation of annual proposals for modifications to the prime award, requests for pre-approvals of procurement, and other formal correspondence to the donor (especially those that must be reviewed by the Regional Office and submitted to the Contracting Officer via HQ).
• Under the direction of the PD, advise on the priorities and resource allocation for the project as well as manage changes to the scope, cost and schedule of the project work plan.
• Provide senior-level inputs and conduct review of budgets, pipeline analyses, and revenue forecasts, serving as the liaison between the Technical Services and F&O teams.
• In collaboration with technical, programs, M&E/SI and F&A teams, lead the annual workplanning and budgeting exercises as well as quarterly and monthly reviews of progress and implementation planning.
• Contribute to effective application of the Total Quality Leadership and Accountability (TQLA) model across the project team, from use of the Balanced Scorecard to active participation in Situation Room Meetings (SRMs) to ensuring regular feedback and data use.
• Play a leadership role (from a program management perspective) in periodic Program and Technical Quality Assessments (PTQAs), SIMS or Data Quality Assessments (DQAs) and financial audits.
• Assist with ‘translating’ data (whether financial or SI/M&E data) into program terms and interpreting results in a way that contributes to evidence-based decision-making, real-time remedial actions and program adjustments.
• Under the PD’s guidance, coordinate project reporting processes – including quarterly, monthly, annual and final project progress reports for the donor and the GoZ as well as status reports and other internal queries (i.e., from the Country Director/Representative, the Regional Office, or Headquarters), as applicable.
• Actively participate in Senior Management Meetings (SMT) and serve as an active member of the ZDF project’s Performance Optimization Team (POT), working particularly closely with the Program Backstop.
• Support management with recommendations for process improvement to achieve strategic goals and ensure optimal management of the project.
• Support orientation and capacity development (CD) of staff, government/DZF partners and subrecipients, in stakeholder engagement and program management.
• Perform other duties as assigned.

Minimum Qualifications and Desired Attributes:
• At a minimum, a Bachelor’s Degree in Public Health, Business Administration, International Relations or a similar field – or its international equivalent degree. Masters preferred.
• At least 10 years of progressive experience working in public health programs within developing countries.
• At least 8 years of project management experience, including experience at Deputy or Director level.
• Solid grasp of USG/PEPFAR rules and regulations, strategic priorities, and modalities of partnership as well as experience working on USG/PEPFAR-funded projects managed by an INGO.
• Skilled in strategic planning, prime award and sub-award management, financial management, work planning and reporting, data use decision-making, and other key Program Management functions.
• Well-rounded experience in HIV prevention, care and treatment – preferably at both community and clinical level as well as in many of the technical areas covered by this project (community-based prevention and linkages to care and treatment, VMMC, cervical cancer screening, HIV/TB integration, and clinical care and treatment for HIV across the 95-95-95 cascade).
• Familiarity with FHI 360’s TQLA © model for adaptive management is a plus.
• Strong interpersonal and networking skills and demonstrated competency in stakeholder engagement.
• High degree of proficiency in written and spoken English.
• Deep understanding of the Zambian context.
Travel Requirements: 10% – 25%
