The Role:
To support program quality and learning across the Southern African
What we are looking for:
We’re looking for a candidate who cares about Oxfam’s mission to end poverty and is personally aligned to our feminist principles and values of empowerment, accountability and inclusion in all you do.
An ideal candidate for the role will also be / have:
• Minimum requirement is a university degree or equivalent in program development, economics, or International Development or other relevant qualification.
• Excellent understanding of different aspects of quality programming (for example: partnership, participation, accountability, innovation, gender and monitoring, evaluation and learning) and how these can be incorporated into different interventions.
• Ability to develop programme design documents – including strong appreciation of theories of change (logic models, log-frames), contextual analyses (e.g., power, gender), budgets, MEAL plans.
• Ability and experience in leading programme development sessions/workshops
• Demonstrable understanding of programme/project cycle management practices in development programming.
• Strong technical competence in research, learning and monitoring and evaluation methods theory and practice; and good critical grasp of latest sector thinking, codes, standards and practice; Evidence of leadership of impact assessment processes within an INGO or other institution.
• Experience of working in, and solid knowledge of the Southern Africa region, as well as relevant network contacts
• Demonstrated ability to devise and implement resource mobilisation strategies.
• Strong networking, representational, and negotiation skills
• Ability to work effectively with others in a team across institutional boundaries and business units. Proven ability to utilize talent and expertise of team members to achieve objectives
• Ability to adapt and work within a multicultural, multilingual, and multidisciplinary environment
• Superior verbal and written communications skills in English with ability to analyse and synthesise complex issues
• Fluency in English and spoken and written Portuguese will be an added advantage
• Demonstrable ability to identify and articulate strategic and policy issues through effective oral and written briefs
• Ability to make effective, timely decisions and take prudent risks
Technical skills
• Experience of improving effectiveness of development programs and demonstrating tangible outcomes for poor and vulnerable women and men
• Strong understanding of all aspects of program quality, including the practical issues faced by managers.
• Demonstrable understanding of effective program cycle management in rights-based long-term development, influencing and humanitarian work, with relevant direct field program experience
• Proven ability to lead and facilitate country strategy and program development including Theory of Change
