Project Description
The UNDP Africa HIV and Health related work is informed by the UNDP corporate strategy, the HIV and Health Team’s Strategy Connecting the Dots and the Global AIDS Strategy. The work is also informed by the African Union’s ‘Catalytic Framework to end AIDS, TB and Malaria’. Based on these frameworks the UNDP HIV and health work focuses on three interrelated areas. These are reducing inequalities and social exclusion that drive HIV and poor health, promoting effective and inclusive governance for health, and building resilient and sustainable systems for health.
The Africa HIV, Health and Development (HHD) regional team supports UNDP Africa country offices (COs) in designing and implementing HIV and health related interventions in line with the UNDP corporate plan and the respective country CPDs.
In Zambia, HHD related activities are guided by the current CPD which will expire in 2022 under the inclusive growth and sustainable development. The new CPD 2023-2026 envisages to support the government of the republic of Zambia with development of relevant human rights interventions and policy reform which will enable access to basic services of the vulnerable population such as PLWHIV, YKP and PWD.
The HHD activities are implemented through various funding sources including the Unified Budget and Resource Allocation Framework (UBRAF1) and regional projects such as the We Belong Africa (WBA2) Young Key Population Initiative” (YKP) and strengthening of health systems including adoption of digital health, addressing environmental issues and hazardous waste management and renewable energy.
The Programme Analyst will, therefore, support the implementation of the various HHD activities in the UNDP Zambia country office.
Institutional Arrangement
The Programme Analyst will report to the head of the Governance unit. Technical support and guidance will be provided by the Senior Health, Energy and Climate Change adviser of the CO and the Africa regional HIV, Health and Development (HHD) Team. The Program Analyst will also closely collaborate with other relevant UNDP teams

Duties and Responsibilities
Under the direction of the Assistant Resident Representative/Governance Advisor – Governance & Gender and technical support of the senior health, energy and climate change advisor, the Programme Analyst is expected to:
1. Support the formulation and implementation of HHD programme strategies, workplans, and budgets;
2. Provide day to day management of HHD programme activities in Zambia, including provision of technical support to partners, organization of events and meetings, research and preparation of reports and tools, and collection and reporting of relevant data and information for measuring success of the programme;
3. Facilitate knowledge building, usage and dissemination of products generated and published by the HHD regional team, its partners, and other relevant institutions in the continent;
4. Strengthen communication, visibility of HHD activities and participation of Zambia stakeholders such as Parliamentarians, Judges, Senior Officials, and key population activists in the WBA and HHD Communities of Practice (COP);
5. Contribute to identification of best practices, lessons learned and support with the documentation and dissemination of knowledge products on HHD activities;
6. Support full integration of the HHD activities into the Zambia Country Office programme portfolio and contribute programme information to Country Office planning, budgeting, and reporting processes;
7. Manage partnerships and collaboration between the UNDP country office and between UNDP and other UN Agencies, Government institutions, bilateral partners, academia, and Civil Society Organizations.

Required Skills and Experience
Education:
• Master degree in e in Law, Public Health, Development Studies, Governance and Human Rights or related fields.
• A Bachelor’s degree in a relevant field in combination with two additional years of qualifying experience will be given due consideration in lieu of Master’s degree.

Experience:
• Minimum 2 years of demonstrable work experience with HIV/AIDS, key populations, climate change and health, health system strengthening related issues in Zambia.

Required skills
• Demonstrates commitment to UNDP’s mission, vision, and values;
• Exerts strict adherence to corporate rules, regulations, and procedures. Familiarity with the internal control framework and results-based management tools is a must;
• Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability;
• Extensive experience working on human rights issues with governments, human rights bodies, civil society, and development partners in the Africa Region;
• Demonstrated expertise on policy and programmes relating to Human Rights and Sexual and Gender Diversity;
• Experience working with the UN, donors, multilateral organizations or NGOs is essential;
• Demonstrable experience in developing resources or dissemination material pertaining to LGBTI rights, HIV, and human rights will be an advantage.
