About Operation Eyesight Universal
• Operation Eyesight Universal is a 58-year-old Canadian development organization that has been engaged in evolving and implementing innovative approaches with the objective of eliminating avoidable blindness. Today, Operation Eyesight Universal works collaboratively with partner hospitals and primary health facilities in India, Nepal, Bangladesh, Sri Lanka, Liberia, Ethiopia, Malawi, Kenya, Ghana and Zambia.
• Operation Eyesight Zambia (OEZ) has been present in the country since 2001. Under the leadership of the Ministry of Health, we have worked together to improve access to affordable eye health care and to address the root causes of vision loss, such as access to clean water to prevent the spread of blinding trachoma. We work through our Hospital-Based Community Eye Health Program model to establish quality eye health services at the primary health care level to reach the most vulnerable and underserved communities and implement Health Systems Strengthening Initiatives at tertiary hospitals.

Key Accountabilities:
The Programme Coordinator is accountable for the following:
• To achieve the planned projects’ outputs and deliverables in accordance with defined targets, strategies and goals through the provision of day-to-day oversight of administrative and implementation support functions.
• To ensure cost effective utilization of program resources while adhering to established standards and guidelines of the organization.

Description of Main Responsibilities:
A. Project Coordination, Planning and Budgeting
• Develop annual work plans as well as budgets based on expected year-end outputs.
• Develop implementation and monitoring plans for the projects in consultation with the implementation partner.
• Support Community Health Workers (CHWs), MIS Officer etc. to formulate weekly, monthly, quarterly and annual action plans.
• Work closely with relevant agencies, identify training needs among the Community Health Workers and other frontline staff.
• Formulation of result-oriented implementation plans at various levels for the approved projects.
• Work closely with relevant agencies and facilitate setting up Vision Centres (Eye Units) in selected government health facilities.
• Contribute in the development of project proposals/ concept notes that reflect the specific needs of partner hospitals and geographic areas of intervention, involving key stakeholders throughout the process.

B. Project Implementation
• Build the capacities of CHWs and other frontline staff to deliver on the objectives of the project.
• Ensure timely implementation of project activities such as door-to-door survey, service delivery to the people with eye conditions, health education activities, implementation of cluster level micro action plan, etc as per I&M plan.
• Provide hand holding support to CHWs and / or frontline health care staff on a regular basis.
• Coordinate with the partner hospitals and clinics to ensure all referred patients are provided with required eye care services at the base hospital.
• Ensure utilization of funds as per approved budget. In case of deviation, work closely with Finance and Administration Manager to re-phase the project budget based on actual utilization and get the approval from Country Director.
• Network/coordinate with relevant government and non-government agencies to ensure achievement of supporting objectives as specified in the approved project proposal.
• Maintain a cordial relationship with all the key stakeholders including Ministry of Health and other government agencies at all levels, other eye NGOs.

C. Monitoring and Reporting
• Monitor the progress of the project regularly and take corrective measures as & when required.
• Monitor the functioning of Vision Centres and CHWs and take corrective measures.
• Generate quality project performance reports in line with donor requirements and guidelines and submit the same to the line manager in a timely manner.
• Validate the data being collected by the CHWs and compile the same on a monthly basis.

D. Communication
• Develop/ revise and print the IEC/ BCC materials focused on general and eye health care in coordination with the partner hospital.
E. Research and Advocacy
• Use project results and lessons to inform research and advocacy efforts of the organisation.
• Contribute to efforts led by the organisation to influence the Ministry of Health in improving access to high quality eye services in Zambia.

Qualifications and Experience Required
• Candidates should have a university degree in international development, health sciences, humanitarian studies, social sciences, or a related field,
• At least 3 years of work experience in managing development and humanitarian projects
• Excellent organizational and report writing skills
• High competency in Microsoft Office applications such as Word, Excel, and PowerPoint.

• Exceptionally organized with strong time management skills and the ability to meet deadlines,
• Punctuality, reliability and the flexibility to adapt to changing priorities and deadlines, Strong interpersonal skills and demonstrated experience and ability to lead and work effectively with team, staff, and partners.
• Ability to work both independently and in a team.
• Excellent English oral and written communication skills are required.
• Excellent analytic, organizational, and computer skills.
