The Netherlands Red Cross (NLRC) is engaged in a partnership with the Zambia Red Cross Society (ZRCS) to ensure that communities and local organisations are at the forefront of action in humanitarian and health crises. We are recruiting for the following field position:Position title: Project management delegate – ZambiaDuty station: Lusaka, ZambiaTime period: 12 or 16 months (with possible extension)Starting Date: 1st January 2022 (or earlier)Status: Family postingPurpose of the positionThe Project management delegate will be responsible for supporting the Netherlands Red Cross (NLRC)/ Zambia Red Cross (ZRCS) with implementation of DG ECHO-funded Pilot Programmatic Partnership (PPP): “ Accelerating local action in humanitarian and health crisis ”, for which IFRC is a global grant holder – which will be implemented in 25 countries.In Zambia, the project’s ambition is for a well-functioning multi-hazard preparedness and response system from national, through district, down to village level: ensuring and strengthening linkages between EW/EA resulting in timely and accurate preparedness, forecast-based actions and response. The project will focus on 3 of the 5 pillars of the ECHO-PPP: (1) Disaster Risk Management; (2) Epidemic, Pandemic Preparedness and Response; and (3) Cash and Voucher Assistance (CVA). However, the 5th pillar of Community Engagement and Accountability is mainstreamed across these 4 pillars.The position has two core elements:
• Consortium: lead and coordinate (internally and externally) the project consortium; and
• NLRC: ensure technical and management oversight on all NLRC-supported activities; and participate in relevant technical fora and working groups – both internally and externally.
You will actively coordinate, and exchange information and ideas with the NLRC Country Representative and other Delegate to ensure overall coherence to the NLRC support to ZRCS. The key is to ensure all activities adhere to the project MoU terms and conditions and are implemented accepted humanitarian standards, while ensuring back donor financial compliance, promoting capacity strengthening of the ZRCS and actively pursuing community engagement and accountability in the implementation of the activities.BackgroundThe Netherlands Red Cross (NLRC) has a strategic Partnership with Zambia Red Cross(ZRCS) since 2013. Our overall aim is to support the local partner in building resilience in communities in Zambia. We support the ZRCS in building a successful project-portfolio and service delivery for the most vulnerable communities in Zambia. Wash, health, disaster preparedness and anticipatory action – with integration of cross cutting themes such as data and digital transformation – are the main sectors in which projects are executed and developed by ZRCS, supported by NLRC. In addition, we focus our efforts within the partnership on increasing the financial sustainability of ZRCS with primary aim that ZRCS is capable of fulfilling its mission, independently of temporary project-related funding.The global ECHO-PPP, administered by IFRC, is for 3 years, and consistent with other countries in Africa, this ECHO-PPP project in Zambia is required to be developed in 2 stages – first Year 1 (which started 01.05.2022), and then Years 2 &3. At this stage activities and budget have been agreed for Year 1, and Year 1 implementation will then inform the scope and scale of development for Years 2 & 3.Position in the organizationThe reporting line is directly to the NLRC Country Representative based in Lusaka, Zambia. On technical matters related to the project, you will liaise closely with ZRCS Disaster Management and Health & Care departments, NLRC technical advisors, PMER and NLRC Data team (510), and other relevant actors within the NLRC HQ for support and guidance. You will coordinate and work closely with the IFRC; as well as with the NLRC Program Delegate.Summary Statement And ResponsibilitiesProject Implementation
• Provide project and technical support in planning, implementation, monitoring and quality assurance, and reporting throughout the project cycle in accordance with NLRC and ZRCS procedures (such as procurement and financial) and agreements as set in the MoU and in full compliance with ECHO requirements under the ECHO-PPP;
• As NLRC budget-holder responsible for the project budget management, adequate and timely quality narrative and financial reporting according to NLRC and donor standards, developing ToRs for reviews and evaluations, all according to NLRC’s Standard Project Approach (SPA);
• Support ZRCS to prepare key project reports for IFRC and donors to keep them informed on project progress. Contribute to monitoring and evaluation, report on indicator status with timely and quality data.
• Monitor budget and expenditure, and follow up with ZRCS to ensure activities and procurements are planned in time – and ensure working advances and full accountabilities are submitted in a timely manner;
• Undertake regular monitoring field visits and meetings with the community and relevant actors including project partners in assessing the trends, patterns and changing needs and consequently advise;
Program Design & Development
• Lead development of ECHO-PPP Year 2 and 3 strategy, activities and budget;
• Ensure with the other NLRC delegates, coherence between all NLRC-supported interventions;

Representation & Coordination
• In close coordination and collaboration with NLRC Country Representative, support ZRCS in maintaining and coordinating external relations and partnerships with national stakeholders, including relevant line ministries and agencies of Government of Zambia – especially with the Disaster Management and Mitigation Unit (DMMU) under the Office of the Vice President and the Ministry of Health (MOH); and with the ECHO Technical Assistant for Southern Africa Region;
• As required, represent NLRC in RC/RC Movement Coordination and collaboration meetings;
In execution of the above responsibilities key is to uphold the Fundamental Principles of the Red Cross Red Crescent Movement and comply with the Code of Conduct and policies.Requirements/QualificationsEducation
• University degree or professional qualification in WASH, Public Health, Disaster Management or similar, or equivalent professional experience (Masters degree is preferred)
Experience And Skills
• At least 5 years’ experience in project management of community development-related projects in collaboration and coordination with governments, humanitarian aid agencies & civil society
• Preferably at least 3 years’ work experience in the humanitarian or development sector, with a focus on DM (response and/or preparedness), WASH, DRR/CCA or resilience
• Experience working and living in another country/context than your domicile
• Experience with working with EU / ECHO with a focus on DM (response and/or preparedness), WASH, DRR/CCA or resilience
• Knowledge of ECHO donor requirements for implementation and reporting (preferred)
• Experience in narrative and financial management & reporting
• Experience in working in African context (preferred)
• Red Cross/Red Crescent knowledge and experience (preferred)
• Excellent English speaking and writing skills for reporting and proposal development
• Knowledge of feedback and response mechanisms, including of appropriate methods of beneficiary communication and channels

Competencies
• Ability to transfer knowledge, skills, and/or abilities to National Society staff and volunteers
• Strong coordination and donor relationship skills
• Excellent communication, with the ability to represent the NLRC
• Strong analytical and problem-solving skills with independent decision-making capacity
• Strong interpersonal skills and organisational sensitivity
