1.1. Background

PIN’s main office in Zambia is currently located in Mongu, Western province. PIN’s programme focusses on rural development using a multi-sectoral approach (agriculture, nutrition, food security, WASH, saving groups, maternal and child health, energy) and on good governance.
1.2. Description of the Role
People in Need (PIN), an international non-governmental organization, is implementing a three year project to strengthen citizen’s action to improve democratic governance in Luapula and Western Provinces. In Luapula Province, the project is being implemented in Chembe, Chienge and Mansa districts while Mongu, Kalabo and Limulunga are the focus districts in Western Province. The project is being implemented in partnership with the Mansa District Land Alliance (MDLA).
The objective of the project is to create an active civil society and support communities in development and democratic governance. PIN and MDLA are inviting suitably qualified candidates for the position of Project Manager. .

Key responsibilities
• Lead on capacity needs assessments for CSOs and assist in preparing and organizing training modules on various good governance topics including but not limited to decentralization, land governance, human rights, policy engagement and social accountability, role of gender in development, advocacy and communication, leadership for women and grant management.
• Provide support for improving Civil Society relationship and engagement with local government, enabling CSOs to work in partnership with local government officials while simultaneously addressing issues of accountability and tolerance.
• Lead the development of tools to equip CSOs and citizens to better engage with local governments, including talking points, round table consultation strategies, public–private working groups approaches, etc.
• Support CSOs in the implementation of small grants and provide regular coaching and mentoring to CSOs to oversee compliance with the agreed work plans and budgets.
• Facilitate knowledge development events and assist in the preparation of policy briefs, various communication materials, networking and sustainability guidelines, advocacy strategies and action plans, and radio programs including supporting their implementation.
• Provide support to monitoring and evaluation of activities of the programs such as baseline, mid-line and end line products.
• Be actively involved and keep excellent working relationships with various stakeholders such as government offices, other NGOs, CSOs, Western Province NGO fora, local authorities (Traditional Leaders), MDLA and communities.
• Oversee the exchange and sharing of experiences and lessons learnt with MDLA and relevant stakeholder
• Ensure adequate information flow, discussions and feedback among the CSOs, other NGOs and key stakeholders of the project.
• Report progress of project to the Project Steering Committee Meeting (SCM) and ensure fulfillment of SCM’ s directives. • Identify new project opportunities related to good governance; conducts assessments and collects data and contribute to new project proposals.
• Provides technical and guidance to the project team, CSOs and ensure timely and effective implementation of all components of the project.
• Supervising and coordinating the project to ensure its results are in accordance with the project document and compliance with PIN’s sectorial guide lines and internal procedures.
• Demonstrated ability to manage projects while setting realistic priorities and plan for the successful implementation of activities required.
• Prepare project annual and monthly work plans and budgets.
• Demonstrated ability to design and adapt tools and to document success stories and project learning for replication

Desired Qualifications
• Degree (or equivalent) in the relevant field (project management, political science, social sciences, good governance, etc.). Master’s degree will be an added advantage.
• At least three years’ experience in local governance, civil society, organizational capacity building, advocacy, rule of law or other related democracy, rights and governance sectors working in technical advisory and capacity building position in the good governance area.
• Minimum three years of experience providing training, mentoring and technical advisory and capacity building to local CSOs, district councils, or other local governance structures.
• Understanding of and experience in project management cycle, including contract management, public/financial management, risk management and M&E.
• Experience of working for an international organization is beneficial.
• Fluency in written and spoken English and the local language (Lozi).
• Motor bike riding with valid class “A” licence (strong advantage).
