JOB DETAILS:
Position Summary:
Reporting to the Senior Project Manager, the Project Manager will play a key role in the successful mobilization of project resources, the supervision of two Project Officers, and the implementation of regular project activities. S/he will establish strong coordination with MFIs teams, Savings Group Agents and other stakeholders for the successful implementation of the project. S/he will work closely with the Senior Project Manager and under the overall guidance of the Head of Programs. The Program Manager will be responsible for the following specific tasks:

Essential Duties and Responsibilities:
Coordination with stakeholders

• Coordinate with various stakeholders such as local media, input suppliers, consultants, local and provincial governments, microfinance institutions (MFIs), and communities to conduct project related activities.
• Coordinate with MFI teams and Savings groups to design appropriate housing finance products and a marketing strategy to scale up the housing loan portfolio of MFI partners.
• Coordinate the training on digital finance services (DFS) to Savings Groups Agents, MFI staff members, end-user training on DFS to saving groups, and operationalization of digitizing savings groups records.
• Coordinate with Habitat Terwilliger Centre for Innovation in Shelter (Habitat TCIS) in the mobilization of experts/consultants for developing a financial literacy package, preparation of information, education and communication (IEC) materials and mass media content on microfinance products and services including promotion of savings for shelter improvement in the communities.
• Support capacity development of MFIs, training package development, conducting various capacity building training to MFIs.

Project Management
• Supervise two project officers and consultants related to their performance and achievement of project results. Lead and guide team members and resolve conflicts associated with the project.
• Work closely with the Admin and Finance Team to perform financial transactions and other administrative tasks.
• Develop a project implementation plan in consultation with the Senior Project Manager and orientate/train staff as per the Implementation Plan.

Project Execution and Governance

• Conduct information dissemination at project outset and periodic review meetings.
• Support other MFIs and stakeholders in undertaking monitoring visits.
• Support annual joint monitoring visits along with communities, MFIs, Savings Groups Agents, Civic leaders, training participants, loan clients to assess project progress and quality of the project.
• Support mid-term and final evaluations of the project in collaboration with HFHGB, TCIS, MFIs representatives, community members and local community leaders and other regulatory and expert organizations.
• Engage trainers in capacity building programs and community mobilization.
• Ensure project reports are duly prepared and submitted to Head of Programs and HFHGB.
• Hold periodic staff meetings and project reviews and if change required, take initiative to revise plan, redesign, reschedule and revise strategies as required.
• Ensure that the project activities are in accordance with the Project Document signed by implementation partners and funders.
• Maintain project audits according to existing accounting compliance.
• Mainstream safeguarding in the project

Training and Development

• Ensure training materials are in place and training participants are properly selected.
• Conduct regular field visits and provide guidance to make sure that field level trainings and orientations, awareness events/activities are correctly delivered.

Organising Procurement
• Review deliverables and identify items for procurement.
• Preparation of necessary documents for procurement, execution of bids, selection process, negotiations, and award contracts.
• Management of contracts and disbursement.

Safeguarding

In collaboration with the safeguarding focal point persons, champion and maintain a safe project that is free from all forms of abuses to staff, partners and partner families.

Other related duties

• As assigned by the Senior Manager

Success Criteria
Number of Savings groups established.
Number of Savings groups trained in basic savings groups operations.
Number of groups linked to MFIs and accessing housing loans.
Number of Savings groups utilizing Dream Save digital platform.
Number of groups with members saving for house improvement.
Typical Training & Experience:

Minimum:

• Education: A bachelor’s degree in business administration, Real Estate/Land Management, Social Science or any relevant field of study.
• Years of Related Experience:
• Minimum of 5 years working experience, ideally in an NGO environment with demonstrated expertise in facilitating Savings Groups and Financial Education.
• Knowledge and/or experience in facilitating Study Circles, PASSA methodology and Land Tenure Security would be an added advantage.

Qualifications:
Preferred – in addition to minimum:

• Non–Profit management experience
• Strong critical thinking, problem solving, coaching, and mentoring skills
• Displaying adherence to organisation’s mission.
• Proficient with MS Office Word and Excel.
• Ability to conduct research and make use of the collected data.
• Excellent communication skills, both verbal and written
• Experience and good understanding of best practice, knowledge management and Monitoring, Evaluation, Accountability and Learning (MEAL) and safeguarding in a programme context.
• Strong people skills.
• Excellent organisational skills.
• Ability to meet deadlines
