JOB DETAILS:
The Ministry of Green Economy and Environment is implementing a four (4) year Ecosystem-based Adaptation (EbA) project effective April, 2021. The EbA project is funded by the Global Environment Facility (GEF) under the least Developed Country Fund of the UN Framework Convention on Climate Change (UNFCCC).
Applications are therefore, invited from suitably qualified Zambians for the position of Project Manager for the Ecosystem-based Adaptation (EA) project to be stationed in Lusaka.

Responsibilities
The successful candidate will be working under the overall supervision of the Director, Department of Green Economy and Climate Change (DGECC) in the Ministry of Green Economy and Environment on technical programme management and day-to-day administrative aspects.
The candidate will be responsible for:
• Leading, overseeing, managing and coordinating project implementation, planning and monitoring project progress towards achieving project Outputs and Outcomes in a timely manner;
• Leading in the programmatic direction of the ecosystem-based adaptation approach as reflected in the project scope and objectives, involving all relevant stakeholders;
• Leading and coordinating the monitoring and reporting of co-financing expenditure associated with the Zambia EbA Project;
• Ensuring that the Zambia EBA Project implements its Gender action plan, Knowledge management plan, and puts in place an Upscaling/Exit/Sustainability strategy,
• Overseeing administrative, logistical and financial resources for effective execution of project activities and submission of quarterly expenditure reports to UNEP:
• Developing comprehensive annual project plans and budgets for efficient implementation of project activities;
• Tracking and reporting on project performance for timely decision-making, including preparation of annual GEF/UNEP Project Implementation Reports (PIR) in close collaboration with the CTA and Preparation of Ministry and DGECC progress reports;
• Carrying out other duties related to the project as assigned by the Director, DGECC.

Qualifications and Experience
The candidate must have:
• A minimum of Master’s Degree in Climate Change, Environmental Management, Natural Resources Management, Forestry, Integrated Water Resource Management, Project Management or other fields related to the project. A PhD in any of the above fields will be an added advantage;
• At least 10 years of relevant experience in the above areas with focus around policy analysis, stakeholder engagement and project management, including at least 6 years’ experience as a lead project manager, and
• Proven experience in leading multi-stakeholder work plans and results-based management
Job Knowledge and Skills
• Demonstrated knowledge of EbA concepts, practices and approaches;
• Demonstrated knowledge of institutional and policy environment around Climate Change risk and vulnerability assessments and adaptation planning
• Knowledge of GEF policies and guidelines and experience with GEF supported projects in particular;
• Ability to perform multiple tasks involving various stakeholders;
• Demonstrated understanding of participatory appraisal tools;
• Knowledge of national climate change and natural resources management context of plans, strategies and policies related is required;
• Advanced experience and relevant skills in the use of the Office suite (MS Word, MS Project, Excel, PowerPoint and other tools and packages for project management purposes etc.); and
• Excellent verbal and written communication in English.
• Understanding of some local languages is desirable.
