Background
Pact and its partners are implementing the USAID Zambia Integrated Health Activity, a $120M contract to support the USAID and PEPFAR objectives of 95/95/95. The purpose of USAID Zambia Integrated Health is to improve health outcomes of Zambians through equitable access to high-quality, client-centered HIV, TB/HIV, MNCH, and FP/RH services, products, and information, and to strengthen the integration of services when applicable. These services will reduce mortality, morbidity, and HIV transmission for focus subpopulations in Northwestern, Copperbelt, and Central provinces, contributing to long, healthy, and productive lives. USAID Zambia Integrated Health has three key objectives:
• Increase coverage of comprehensive and person-centered HIV, TB/HIV, FP/RH, and MNCH prevention, diagnosis, care, and treatment services in communities and HFs
• Increase utilization of community- and facility-based quality, person-centered, integrated HIV, TB/HIV, FP/RH, and MNCH services.
• Increase capacities of Provincial and District Health Offices to gradually provide more direct service delivery of quality integrated health services over the course of the activity and sustain HIV/FP/MNCH comprehensive and person-centered services beyond Activity implementation.
Pact seeks a consultant to assist in preparing written deliverables for submission under USAID Zambia Integrated Health.

Objectives
– The consultant will assist with review and finalization of reports and other documents. The final products will meet the expected professional standards for written deliverables to the U.S. government.
– The consultant’s responsibility will encompass, but is not limited to, the following:
• Reviewing program and technical content for accuracy; flagging any fact-checks required
• Consolidating content from different writers, and ensuring a consistent “voice” throughout the report
• Monitoring completeness of required report sections
• Editing for clear and concise writing in professional, university-level English
• Ensuring impeccable grammar, punctuation, and spelling, including active verb tense usage
• Compiling a complete acronym list that corresponds with the report’s content.
• Finalizing documents into a professional layout, with cover page, required disclosures, headers, footers, page numbers, formatted tables and charts, photo captions, references, consistent fonts, etc.

Duties and Responsibilities
Approach to tasks:
• The consultant will set an advance timeline with a designated Pact point of contact (POC) for any upcoming reports that fall on a standard schedule, such as required quarterly reports for the donor. The consultant will reserve these dates on his/her calendar, and s/he will also be available to assist with copy-editing for ad-hoc documents that may arise (e.g., success stories, abstracts, technical briefs, etc.) When each document is shared with the consultant, s/he will confirm due dates and identify specific points of contact for addressing any content queries.
• The consultant will dedicate time to read the document thoroughly while making a first round of reviews and edits. S/he will discuss in advance with the client on how the client would like the consultant to document the copy edits made in the document.
• The consultant will also agree in advance with the client on how to best communicate and resolve queries on content (e.g., for program or technical fact checking, or incoherent writing, etc.) Options could include making a separate table with comments organized by page number; using track changes within the document; contacting technical leads directly to obtain quick clarification on small questions; and/or adding comments in the document margins. The overall goal will be to resolve any queries in a timely and efficient manner.
• During assignments, the consultant will provide regular updates on progress to the client, and s/he will manage time to adhere to deadlines. S/he will engage with the client in a respectful, proactive manner that focuses on co-producing a final document that optimally reflects the achievements of the project and the professional expertise of the consortium.

Qualifications
• Master’s degree or other advanced degree in one or more of the following disciplines: Public Health, Social Sciences, International Development, and/or Communications
• 10 years of work experience in writing, editing, and reporting
• Minimum of 7 years of high-level experience in reporting and communicating complex programmatic information/results in reader-friendly formats and styles in English, as part of responsibilities
• Professional experience in international development or programming is an asset.
Deliverables
Donor reports and related documents that reflect high quality, result-based standard and format established by USAID, ready for clearance by the Chief of Party and Pact’s global team.
