The Government of the Republic of Zambia (GRZ) through the Road Development Agency (RDA) (hereinafter called" Borrower") has received financing from the International Development Association (IDA) in the form of a loan" (hereinafter called "loan towards the cost of CONSULTING SERVICES FOR THE MONITORING OF OUTPUT AND PERFORMANCE-BASED ROAD CONTRACT (OPRC) PACKAGE 19 (CHONGWE, RUFUNSA AND LUANGWA DISTRICTS) AND PACKAGE 20 (CHILANGA, KAFUE AND CHIRUNDU DISTRICTS) IN LUSAKA PROVINCE. The RDA, an implementing agency of the Client, intends to apply a portion of the proceeds of this loan to eligible payments under the contract for which this REO is issued. Payments by the Bank will be made only at the request of the National Road Fund Agency (NRFA) and upon approval by the Bank, and will be subject, in all respects, to the terms and conditions of the Financing Agreement for the improved Rural Connectivity Project IRCP). The Financing Agreement prohibits a withdrawal from the credit account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import to the knowledge of the Bank.is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations. No party other than the Borrower shall derive any rights from the financing agreement have any claims to the proceeds of the loan.

The RDA as the implementing agency now invites eligible consulting firms ("Consultants") to indicate their interest in providing the required Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services
The overall objective of the services is to perform the monitoring of works on two (2) proposed Output and Performance-based Road Contracts (OPRCS) in Lusaka Province of Zambia to optimal cost-effective and economically justified standards
The specific objectives of this assignment will be to
1. Review the detailed engineering designs to he produced by the Contracting Entity
2. Provide technical and financial supervision of the rehabilitation works to ensure that works are craned out in accordance with the contract specifications and to the satisfaction of the implementing agency, and
3. Provide oversight on the project during the maintenance phase of the project while also supervising any emergency works.
The assignment is expected to commence in January 2023 and is expected to be completed by January 2028. The consultant will be required to plan and Implement all activities within this time frame.
The short-listing criteria required to demonstrate qualifications and relevant experience to perform the Services include (1) Experience of the firm in carrying out Similar Assignments, i.e. monitoring or supervision of performance-based road projects. Only experienced gained within the last Eight (Slycars will be considered (1) Core Business of the fimm being in proposed area of the assignment, (in Experience in Similar Conditions in regions or in Sub-Sahara Africa and (iv) Qualification of the firs' Directors or fims Principals and not key staff who may be presumed relevant to carry out the assignment as these are not required at this stage) Specific key staff requirements will be considered in the next stage and not during EOL preparation, EOL evaluation and shortlisting
The attention of interested Consultants is drawn to Paragraphs 3.14, 3.16 & 3.17 of the World Bank Procurement Regulations for Investment Project Financing (IPF) for Borrowers for Goods, Works, NonConsultant Services and Consulting Services - July 2016 (revised November 2017 and August 2018) setting forth the World Bank's Policy on conflict of interest
Consultants may associate with other fimis in the form of a joint venture or a sub-consultancy to enhance their qualifications
