The Ministry of Fisheries and Livestock has received financing from the African Development Bank towards the cost of the Zambia Aquaculture Enterprise Development Project(ZAEDP) and intends to apply part of the proceeds of theloan to payments for the contract for the provision of consultancy services toundertake a Gender Audit for the Zambia Aquaculture Enterprise Development Project.

2. Objective of the assignment

The main objective of the Gender Audit is to assess gender equality among the project beneficiaries in farmer trainings, loan empowerment under the Aquaculture Seed Fund Facility and employment created. In addition, the Gender Audit will assess the livelihood improvement among beneficiaries.

Scope of the Audit

The detailed scope of the audit will be based on gender mainstreaming throughout all project activities. This therefore involves assessment of the project impact measured by means of gender disaggregated data of the beneficiaries, level of participation and performance of the business enterprise projects elaborated as;

a) Review of project documents i.e., the Project Appraisal report, Project Technical Annex, Aquaculture Seed Fund Implementation Agreement, Gender and Aquaculture Development and Aquaculture as a Business Training Module under the Zambia Aquaculture Incubation Enterprise Programme Training Manual, Gender Diversity and Aquaculture Development and Aquaculture as a Business Training reports, ZAEIP Training Reports, Gender mainstreaming Project Status Report, ZAEDP HIV/AIDS Strategy, FAO (Food Agriculture Organization) Training Curriculum and Practical Manual on Sustainable Aquaculture.

b) Gender analysis by value chain node on performance of the individual aquaculture enterprise projects

e) Gender performance on the Aquaculture Seed Fund (Loan Component)

d) Adoption rate of adaptive research training (stocking sex reversed fingerlings and use of commercial fish feed), entrepreneurship skills development (record keeping and viability of the aquaculture businesses) and use of improved technologies (energy serving Fish smoking Drums, choker kiln stove and Solar drier) in fish processing/value addition by trained aquaculture entrepreneurs under the Zambia Aquaculture Enterprise Incubation Programme (ZAEIP).

e) Gender equality for employment created in operating aquaculture enterprise projects and contracted companies for construction/works of infrastructure under the project.

f) Construction/rehabilitation of infrastructures (Laboratory in Kafue and aquaculture service centres) with gender sensitive facilities.

g) Assess gender sensitive information education communication (through technical messages/hand-outs, posters/leaflets) during shows and expositions.

h) Produce a Gender audit report showing the gaps and recommendations.

The duration of the assignment is expected to be a maximum of three (03) months

5. Required Qualifications, Experience and Technical Competencies

The candidate shall have the following minimum qualifications, experience and technical competencies which will constitute the evaluation criteria:

Qualifications (20 points):

The Consultant must at least have master's degree in Sociology, Development Studies, Rural Development, Community Development or a specialization in Gender and Development

Experience (50 points)

5 years professional experience in Gender mainstreaming and/or Gender and Development in aquaculture/agriculture projects

5 years professional experience in gender mainstreaming related fields with a bias in aquaculture programmes.

5 years' experience in technical report writing

A background in aquaculture or agriculture will be an added advantage.

Technical Competencies (30 points)

Well-developed skills in communication, Gender project impact assessment of agriculture projects, gender analysis and report writing.

Have understanding of gender needs, gender mainstreaming, gender equality and participation, gender transformative change and gender gaps based on the gender needs. The selection procedure, eligibility criteria and establishment of the short-list, shall be in accordance with the African Development Bank's Procurement Policy for Bank Group Funded Operations, October 2015, which is available on the Bank's website at http://www.afdb.org.
