Request for Proposal – CRS Epic 3-90 End-of-Term Evaluation Consultancy Scope of Work
Overview
Epidemic Control 90-90-90 (Epic 3-90) has since 2017 supported the Zambian Ministry of Health (MOH) in targeted faith-based and government health facilities towards the achievement of the UNAIDS Fast Track goals for HIV epidemic control: 95% of all PLHIV know their status, 95% of those diagnosed will receive sustained ART, and 95% of all people receiving ART will have viral suppression. EpiC 3-90 supports comprehensive HIV/AIDS service delivery at selected faith-based and government health facilities while building capacity and systems for sustainability through three strategic objectives (SOs) that align with program areas presented in CDC-RFA-GH17-1735:
• Supported health facilities improve their delivery of HIV prevention, clinical/treatment, and laboratory services
• Improved key health system functions and structures needed to deliver quality HIV services
• Health information strategically collected and utilized to improve HIV service delivery.
EpiC 3-90 mobilizes technical resources from the Lusaka office and the provincial hubs when appropriate (based on geographic distribution and needs of targeted sites) and engages MOH counterparts at all levels to strengthen Government of the Republic of Zambia health systems, capacity and ownership. To help optimize health impact and project cost-efficiency, Epic 3-90 coordinates planning and activities with other stakeholders (e.g., the Centers for Disease Control and Prevention, other implementing partners, MOH bodies at all levels, and local FBOs) to ensure that activities and services focus on more-at-risk populations including children, youths and adolescents, pregnant and breastfeeding women, and sexual partners of these individuals. Purposeful evaluation and performance monitoring ensures EpiC 3-90’s timely and accurate project reporting and assist quality improvement at clinical, management, and programmatic levels. Findings from routine monitoring and evaluation informs adjustments to project strategies, activities and work plans (ensuring that the project achieves its objectives and targets), and enhance accountability to beneficiaries (to include sites, communities, and clients) and Learning CRS realizes that Bidders may have additional questions after reading this RFP.

This RFP does not obligate CRS to execute a contract, nor does it commit CRS to pay any costs incurred in the preparation and submission of the proposals. Furthermore, CRS reserves the right to reject any and all offers, if such action is considered to be in the best interest of CRS.

Section I. General Information
1. Introduction
The Catholic Relief Services (CRS)/Zambia program office was opened in September of 1999, following an extensive and participatory assessment in collaboration with the Zambian Catholic Commission for Development (CCD). Programming has transitioned from its early stages augmenting CRS private resources with outside public funding. Opportunities abound in Zambia for quality programming that meets the needs of the poorest in a country where the vast majority (80%) lives below the poverty line and approximately 14% are HIV positive. The overall programming focus of CRS Zambia is HIV and AIDS and Food Security. By mobilizing extensive external resources for HIV and AIDS Programming, CRS Zambia is now a leader in Zambia through its HIV prevention, care and treatment program, the Epidemic Control 3-90 (EPIC 3-90) project which works through faith-based and government institutions to increase access to HIV and AIDS care and treatment.
The objective of this consultancy is to provide support to the development of economics driven business models that could strengthen forage seed systems and production of cultivated forages in Zambia.
2. Deadline for Submission
The deadline for receiving proposals is 28th March 2022 at 10:00AM Zambia Time. Bidders shall submit their proposals electronically by email only procurement.zambia@crs.org
Bidders are responsible for ensuring that their offers are received in accordance with the instructions stated herein. Late offers may be considered at the discretion of CRS. CRS cannot guarantee that late offers will be considered.
3. Submission of Offers
Separate technical and financial proposals must be submitted by email no later than the time and date specified in 2. The proposals must be submitted to the point of contact designated in 2.
The Bidder must submit the proposal electronically with up to 20 GB limit per email compatible with (MS Word, MS Excel, readable format, or Adobe Portable Document (PDF) format in a Microsoft XP environment). Bidders must not submit zipped files. Those pages requiring original manual signatures should be scanned and sent in PDF format as an email attachment.
4. Requirements
To be determined responsive, an offer must include all of documents and sections included in Section 6 below.

The Bidder’s cover letter shall include the following information:

ix. Copy of registration or incorporation in the public registry, or equivalent document from the government office where the Bidder is registered.

4.3. Technical Proposal
The technical proposal shall comprise the following parts:
Part 1: Technical Approach, Methodology and Detailed Work Plan.
Part 2: Management and Key Personnel. A Masters or Doctoral degree in the health sciences, social sciences, health systems research, or a related field
Part 3: At least 7 years’ experience in Monitoring & Evaluation, health information system (HIS) strengthening, public health, and/or capacity building of government entities with Excellent knowledge of the health sector in Zambia, particularly HIV and/or infectious disease
The sections of the technical proposal stated above must respond to the detailed information set out in Section II of this RFP, which provides the background, states the scope of work, describes the deliverables, and provides a deliverables schedule.

5. Source of Funding
Any contract resulting from this RFP will be financed by USAID funding and will be subject to USAID regulations.
5.1. Chronological List of Proposal Events

5.2. Validity Period
Bidders’ proposals must remain valid for 60 calendar days after the proposal deadline.
6. Evaluation and Basis for Award
A Contract will be executed with the Bidder whose proposal is determined to be responsive to this solicitation document, meets the eligibility criteria stated in this RFP, meets the technical, management/personnel, and corporate capability requirements, and is determined to represent the best value to CRS.
This RFP will use the technical scope to determine best value. That means that each proposal will be evaluated and scored against the evaluation criteria and evaluation sub-criteria, which are stated in the table below.
In evaluating proposals, CRS will use the following evaluation criteria:
• This position is open to national and international consultants with the right to work in Zambia. Other required qualification are as follows:
• A Masters or Doctoral degree in the health sciences, social sciences, health systems research, or a related field.
• Experience in conducting of project/program evaluations/reviews.
• At least 7 years’ experience in Monitoring & Evaluation, health information system (HIS) strengthening, public health, and/or capacity building of government entities
• Excellent knowledge of the health sector in Zambia, particularly HIV and/or infectious disease
• Excellent verbal, interpersonal and written communication skills
• Strong analytical, problem-solving and decision-making capabilities
• Team player with the ability to work in a fast-paced environment
• Strong skills in stakeholder engagement and consensus building
• Computer proficiency – Microsoft Office suite applications
• Experience with United States government-funded program implementation and specifically CDC.
• 7. Negotiations
Best offer proposals are requested. It is anticipated that a contract will be awarded solely on the basis of the original offers received. However, CRS reserves the right to request clarifications prior to award. Furthermore, CRS reserves the right to conduct a competitive range and to limit the number of Bidders in the competitive range to permit an efficient evaluation environment among the most highly rated proposals. Highest-rated Bidders, as determined by the technical evaluation committee, may be asked to submit their best prices or technical responses during a competitive range. At the sole discretion of CRS, Bidders may be requested to conduct oral presentations. If deemed an opportunity, CRS reserves the right to make separate awards per component or to make no award at all.

Purpose of Role
The consultant will review EpiC 3-90 near end of project performance in achieving project deliverables, including a process audit to identify factors facilitating or hindering the realization of planned deliverables.
The consultant’s specific tasks are to:
Develop a work plan to carry out the tasks spelt out in the scope of work.
Conduct a desk review of key project documents and internal systems
Review and enhance analysis plan (as required)
Produce a first draft of the evaluation report, make presentations and share with EpiC 3-90 project’s senior management team for input
Facilitate the process of development of conclusions and key recommendations through a one-day workshop.
Produce a near-final draft evaluation final report and slide deck
Finalize the end-of-term evaluation report
Duration
50 days non-continuous working days with a commencement date of 4 April 2022 and completion by 24 June 2022.
