IFC invests across the agribusiness supply chain—from farm to retail—to help boost production, increase liquidity, improve logistics and distribution, and expand access to credit for small farmers. IFC Advisory Services (AS) supports companies that promote good agricultural practices that benefit small-scale farmers, and value chain solutions involving small and medium size enterprises.
A. The Objective of this Assignment
IFC is contracting a Food Safety Consultant / Individual Short-Term Consultant (“the Consultant”) to provide support to a number clients on the implementation of food safety management systems (FSMS) in accordance with requirements of internationally recognized food safety standards (e.g. ISO 22000, FSSC 22000, SQF and BRC, GFSI, GLOBALG.A.P.), under the supervision and in association with IFC Food Safety Specialists and/or Project Managers (“IFC”).
The overall objective of the assignment is to upgrade the client’s FSMS in keeping with the requirements of the internationally recognized food safety standards and recommendations made in the Implementation Action Plan. The Consultant will provide gap assessments, consulting and technical advice, conduct training, develop documentation, and monitor project timelines for the implementation process. Upon completion of the assignment, the client should be able to issue self-declaration about conformance and/or obtain third party certification from an authorized certification body.
B. Scope Of Work
The Consultant will report to IFC, under an agreed-upon workplan, to undertake tasks that will include but not be limited to the following:
1. Undertake a Food safety gap/ baseline assessment and develop a detailed action plan for development and implementation of FSMS.
2. Assist the company to design a good documentation system and organizational structure of food safety management system as per food safety standards with clear, specific and relevant responsibilities and authorities and guiding/instructing and assisting the company to establish a simple, full, comprehensive, relevant, efficient and effective documentation/paperwork.
3. Deliver the IFC Foundation Food Safety Course on food safety prerequisite programs face to face or online/virtually
4. Consult, coach and support the client on practical development and implementation of food safety management system procedures in line with ISO 22000:2018.
5. Deliver the IFC Food Safety Handbook training course on Hazard Analysis and Critical Control Points (HACCP) system face to face or online/virtually
6. Consult, coach and support the client on the practical development, implementation and revision of its HACCP system using the IFC Food Safety Handbook and ISO 22000:2018 standard.
7. Deliver the IFC Internal Audit Training Course face to face or online/virtually
8. Provide online coaching at least twice per week
9. Conduct an internal audit of the client’s food safety management system against ISO 22000:2018 and ISO 22002-1:2009 requirements.
10. Conduct Final Food Safety assessment using GFSI Global Markets checklist.
11. Assist the company to prepare for the ISO 22000:2018 the certification audits
12. Consult, coach and support the client to develop a corrective action plan and implement the required corrective actions after the certification audits.
13. Provide recommendations to the client to ensure a sustainable food safety culture.
14. Prepare pre and post-client visit reports as well as monthly progress reports to IFC. The reports will include the status of activities completed for the preceding month, a summary of all meetings held and forecast of activities for the upcoming period.
15. Prepare final reports are also to be prepared and a debriefing session.
16. Additionally, the Consultant may be required to provide key inputs for IFC’s internal and external reporting requirements from time to time.
17. Develop a budget and proposal for potential clients’ intervention for IFC review – if needed.
18. When requested, collaborate with industry stakeholders to address and/or make recommendations on food safety issues that support the implementation process, as part of an on-going public-private dialogue facilitated by IFC. This may include involvement in meetings, fora, and/ or training sessions.
19. Capture the client level data and track client level Key Performance Indicators (KPIs), including costs and benefits resulting from client interventions.
NB: It is expected that the Consultant will ensure consistency and accuracy in all assessments and assessment reports as well as maintain confidentiality.
Qualifications Criteria
The Consultant is expected to have a proven track record in the area of food safety and specifically conducting gap assessments and supporting implementation of internationally recognized food safety standards with companies in the agri-processing supply chain.
The Consultant must meet the following criteria:
Technical Skills
• Master’s degree in Food Science, Microbiology, Food Engineering or related field.
• Min 12 years or more experience working in the Food Industry.
• Set up and implemented a Food Safety Management System.
• Extensive knowledge and experience working with internationally recognized food safety standards with food companies (ISO22000, FSSC 22000, BRC, GFSI and GLOBALG.A.P.).
• Strong knowledge in GMPs, HACCP, ISO 22000, FSSC 22000, BRC, GFSI and GLOBALG.A.P. and relevant government regulations.
• Proven experience on food safety issues – specifically, conducting gap assessments and implementing internationally recognized food safety standards.
• A trained auditor.
• Experience in training, coaching and mentoring employees.
• Strong record and work experience in Africa in food processing and agribusiness networks.
Soft Skills
• Strong interpersonal and communication skills (written and verbal), including with senior management.
• Demonstrated project management, coordination and operational experience, and attention to detail.
• Ability to travel on short notice and work under pressure in difficult and remote locations.
• Strong organizational and time management skills.
• Ability to adapt and be flexible, and to demonstrate the ability to work independently and within a multi-disciplinary and multi-cultural team.
• Well versed with MS Office (Word, Excel, Power Point).
• Be able to work under pressure and commit to IFC’s timelines.
• Work and collaborate effectively with IFC clients.
• Excellent spoken and written proficiency in English language.
C. Deliverables/Specific Outputs Expected From Consultant
• The Consultant is expected to prepare post-client visit as well as monthly progress reports to IFC, if applicable. The reports will follow the IFC template include the status of activities completed for the preceding month, a summary of all meetings held and forecast of activities for the upcoming period. Final reports are also to be prepared and a debriefing session will also be required.
• Additionally, the Consultant may be required to provide key inputs for IFC’s internal and external reporting requirements from time to time. All reports will be delivered directly to IFC. The
• Consultant will not communicate directly with the client, unless specifically directed to do so by IFC.
• The Level of Effort and the period will be set based on the number of IFC clients as well as the number of FSMS assessments and individual implementation plans that the respective clients require.
• Payments will be made upon receipt and acceptance by IFC of Consultant’s payment request against stated deliverables.

D. Specific Inputs To Be Presented By The Ifc
• With consent from its clients, IFC shall make available:
• Background information on the clients (including contact details);
• Access to relevant clients’ facilities and buildings;
• Availability of all relevant staff and stakeholders for specific training;
• Detailed briefing on IFC approach, IFC food safety handbook, and IFC training materials;
• Reporting templates and communication protocols.

The Consultant will report to:

The consultant will provide inputs through emails, notes, mission reports, etc. For the days unused, consultant will not be paid.
