PATH is leading a consortium of partners in the implementation of the recently awarded USAID PAMO Plus. This is a 5-year Cooperative Agreement. In partnership with Jhpiego and the Zambia Centre for Communication Programs (ZCCP), guided by the National Malaria Elimination Strategic Plan and in collaboration with the End Malaria Council (EMC), the PAMO Plus project will build on the PATH learning and momentum achieved as lead for PMI’s Program for Advancement of Malaria Outcomes (PAMO). In line with PMI’s strategy, it will assist the GRZ to accelerate progress toward its goal of eliminating local malaria infection and disease in Zambia by achieving high levels of effective coverage with high-quality malaria control interventions, leading to major reductions in malaria prevalence, incidence, severe disease, and death in four focal high-burden provinces: Luapula, Northern, Muchinga, and Eastern.
PATH is seeking to recruit a Malaria Surveillance Officer to work on the PAMO Plus project in Zambia. The Surveillance Officer will be based in Mansa district and will work in close collaboration with Ministry of Health officials at provincial, district, facility and community level to implement key malaria surveillance and M&E activities ensuring data quality of submitted data for decision making in support of national and regionally focused malaria elimination efforts. S/he will also work with other PAMO Plus program officers to provide general support to the provincial and district health office (PHO and DHO) staff, as requested.
Key Responsibilities:
• Work with a web-based server to keep health facility and Community Health Work (CHW) user credentials regularly updated
• Provide mentorship and technical support to mobile client operators in areas related to data collecting, analysis, implementation, hardware operation and troubleshooting.
• Monitor weekly and monthly data reporting to ensure high quality of malaria data collection and reporting.
• Support implementation of the project’s monitoring and evaluation (M&E) plan and results framework in collaboration with Lusaka based PAMO Plus M&E staff
• Produce provincial project’s performance indicator tracker report in collaboration with Lusaka based PAMO Plus M&E staff
• Work with relevant Provincial health office (PHO) staff to ensure timely compilation and reporting of malaria surveillance and project data through routine analysis and supervision.
• Work with relevant PHO officials to conduct training and provide regular capacity building in areas related to malaria data collection, data submission and visualization at all levels
• Collaborate with provincial and district health information staff, and other program officers to process and utilize malaria data regularly
• Work with the NMEC, PHO representatives and PATH staff to ensure appropriate software and hardware required for the malaria pre-elimination program is in place
• Work with PATH finance and administrative staff to develop training budgets, manage workshop logistics and ensure activities comply with PATH accounting practices.
• Support district implementation of malaria data review meetings and data quality audits for districts, health facilities and community health workers
• Work with PAMO Plus SBC Officers to ensure that subcontracted civil society organizations (CSO) are oriented on key M&E elements for performance tracking.
• Support the Provincial Coordinator in producing regular work plans and reports.
• Other duties as required.
Required Experience
• Minimum of a bachelor’s degree in a relevant field (any health-related field, demography, social science or statistics)
• Knowledge of USAID data collection and reporting requirements is highly desirable.
• Four years minimum experience in surveillance and/or HMIS data management.
• Familiarity with DHIS2 or other electronic health management information platforms is highly desirable.
• Experience with Tableau and mapping software are an added advantage
• Proven track record of data entry, management and analysis.
• Excellent computer skills -must be able to format documents, prepare charts and manage data
• Excellent verbal and written communications skills to include conflict resolution, priority management and managing expectations of multiple clients.
• Highly organized, flexible, and adaptable to changing priorities and ability to work well under deadlines.
• Ability to work under minimum supervision.
• Ability to work within a team.
• Ability to communicate with district staff, health facility staff and community health workers.
• Public speaking ability, good presentation skills and ability to facilitate training, especially of adults, is highly desired.
• Ability to travel domestically up to 50% of the time.
• Must have legal authorization to work in Zambia.
