JOB DETAILS:
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.
The GIZ Agriculture and Food Security Cluster (AgriFood) in Zambia aims at contributing to improve agricultural production and competitiveness along selected value chains in order to increase incomes of small and medium farmers. It also works to improve access to agricultural finance and to improve the food and nutrition situation of poor rural households. There are currently a number of projects being implemented under the AgriFood Cluster. One of them is the Global Project ‘Promotion of Agricultural Finance for Agri-based Enterprises in Rural Areas’ in Zambia (GV AgFin) with a project duration from 2016 until 2024.
This project aims at increasing the supply of financial products based on the demand and needs of the Zambian agricultural sector. The main goal of the project is to provide farmers and agri-based enterprises with access to a complete range of financial services, which they require. Better access to financial services is supplemented by extensive advisory services and trainings to ensure an effective uptake and usage of products being offered. The GV AgFin Project combines agricultural sector development and financial systems development strategies to address both demand and supply side constraints simultaneously. Therefore, the project activities are not only aimed at the demand side, i.e. the farmers and agri-businesses, but also at the supply side (financial services) i.e. banks, microfinance institutions (MFIs). The main political partner of the project is the Zambian Ministry of Agriculture. Regular exchanges also exist with the Rural Finance Unit and the National Financial Inclusion Committee in the Ministry of Finance and the Bank of Zambia.
In this context, the project is seeking a suitable candidate for the following position:
Sustainability and Policy Advisor (based in Lusaka)
REF: GIZ_ AgFin_SPA

Main responsibilities:
• Responsible for achieving project Module indicator 4 of the ‘Promotion of agricultural finance for agri-based enterprises in rural areas’ in Zambia project (AgFin) together with the demand and supply side teams
• Responsible for implementation of Output 1, while contributing to Output 2 and 3 including fulfilling all M&E and reporting requirements to fulfil MoA, GIZ and BMZ requirements.
• Responsible for anchoring AgFin knowledge products (trainings, tools) with AgFin project partners in the private and public agricultural and finance space in collaboration with the entire team
• Provide technical assistance to the Ministry of Agriculture and Ministry of Finance (Rural Finance Unit, National Financial Inclusion Committee) as well as associated partners (e.g. Bank of Zambia, Ministry of Fisheries and Lifestock, etc.) on private sector agricultural finance approaches as well as technical assistance on training approaches for farmers and agri-businesses. This includes policy documents and policy process reviews, advise and support.
• Support to the Rural Finance Unit on its coordination role in agricultural finance
• Managing the projects partnership with Financial Sector Deepening Zambia (FSD Zambia)
• Organization of planning, review and lesson’s learned workshops with governmental and private sector partners
• Responsible for Public Relations and Communication on the projects successes and lessons learned
• Providing government to government negotiations inputs from the project and responsible for MoA reporting twice per year
• Coordinating project activities with relevant government partners (RFU, MoA, DBZ, ZCGS) and other donor projects (KfW, EUD, IFAD, UNCDF, Worldbank, AfDB, USAID)
• Responsible for planning, implementing, steering and monitoring short term consultancies to achieve and implement the above
• Where appropriate and reasonable, the position holder is willing to perform tasks outside the scope of the job description

Qualifications and requirements:
• BA in Political Science, Law, Agricultural Economics, Agriculture, Community or Rural Development, Development Studies and related field
Professional experience:
• Minimum of 5 years’ experience in policy advice, rural development and private sector cooperation
• Minimum of 5 years’ experience working with Zambian Government Partners in Agriculture and Rural Finance
• Minimum of 3 years’ experience working in development cooperation and/or with or in donor organisations in the agricultural and rural finance space

Other knowledge, additional competences:
• Fluent in English both written and oral and fluency (oral) in at least one local language
• Excellent professional User of Microsoft 365 and MS teams
• Knowledge of the financial sector and financial instruments
• Basic knowledge of German is an advantage
• Must be self-driven, innovative, and have problem-solving capacity
• Able to work independent, responsible and target oriented
• Ability to travel extensively around the country
• Willingness to upskill as required by the tasks to be performed – corresponding measures to be agreed with management
