Description
The USAID Family Health and Nutrition (FHN) project supports capacity strengthening efforts for the Zambian public health system to sustainably deliver reproductive, maternal, newborn, child, and adolescent health and nutrition (RMNCAH&N) services through improved service-delivery capacity, strengthened health management and financial systems, and improved engagement of communities. FHN is being implemented by a Jhpiego-led consortium in which ThinkWell contributes technical expertise in the areas of health financing, governance, and public financial management (PFM).

The Team Lead for Health Finance and Governance within FHN project provides leadership at the national level to the second project objective, focused on evidence-based governance and performance management interventions. The Team Lead will manage a team of experts and work closely with FHN consortium partners to provide guidance on health governance, performance management, health management information systems (HMIS), quality assurance/quality improvement, service delivery, mentoring, and community engagement.
This position is based in Lusaka and is accountable for achieving ThinkWell’s technical scope and quality contributions to FHN deliverables. The Team Lead reports into the Chief of Party.

Responsibilities
• Provide strategic direction and performance management for implementing FHN Activity interventions that address annual planning processes and performance assessments.
• Participate in developing strong working relationships with the National Governments, Sub-national Governments, and other related agencies to strengthen health systems in the areas of health financing, public financial management, annual planning, especially in the areas of RMNCAH&N
• Represent the FHN with external audiences, including MOH counterparts, appropriate technical working groups, and other implementing partners.
• Contribute to work planning, coordinate across external partners, and lead their engagement in collaborative projects
• Communicate with other ThinkWell advisors globally to build, share, exchange, and disseminate technical knowledge
• Review the relevant Zambian PFM systems focusing on the health sector and collaborate with other partners in the health care financing space to promote effectiveness and sustainable healthcare financing practices.
• Provide technical leadership to provincial and district-based Health Governance and Finance Advisors and Performance Improvement Advisors in their work with the broader FHN Activity technical teams. Central to this leadership will be supporting their work with provincial and district health system managers to prepare their annual medium-term expenditure framework (MTEF) plans prior to the national launch that will inform and shape their decisions post launch.
• Support the creation of standardized templates that consolidate evidence and performance data into actionable information that informs provincial and district level MTEF plans.
• As a member of the national FHN leadership team, support engagements with the MOH to set priorities for the national launch of the MTEF based on the consolidated annual plans from the provincial and district levels.
• Support FHN Activity contributions to the development of the RMNCAH&N investment case for the Global Financing Facility
• Support MOH efforts to create the eFirst web-based data collection platform, which will link existing performance assessment (PA) and service quality assessment (SQA) databases to allow the generation of performance dashboards to support improvements in provincial and district health office oversight.
• Provide support to the MOH in their efforts to digitized PAs which serve as the cornerstone to quality assurance/improvement (QA/QI) efforts at the provincial, district, and facilities levels.
• Provide technical leadership in engagements with the MOH to review the QA/QI system to ensure that it is gender sensitive.
• Support a revival of the MOH NAV Unit by building support within relevant ministry units and coordinate contracted technical inputs from Microsoft NAV trainers.
• At the national level, help to establish standardized change control measures and approval processes to improve Sida grants management and reduce implementation delays through advocacy at the MOH towards greater flexibility in the MTEF process and document the relevant learning.
• Work with MOH counterparts and in concert with the USAID Evidence 4 Health project to support expanded coverage of the c-HMIS systems, DHIS2 data entry, and harmonization with relevant parallel systems.
• Provide direct inputs to FHN Activity development of deliverables including the annual workplan, the Annual Planning Cycle (MTEF) report, the Sustainability Framework, annual progress reports, and the final activity report.
• Provide support and inputs to other technical and administrative tasks as assigned by supervisor.

Requirements
• BA/BS and 10+ years of experience or graduate degree and 8+ years of experience;
• Substantive, relevant work experience in health systems with a development agency, NGO or government. Adept at communicating technical information to non-technical audiences.
• Previous experience and proven track record in providing technical advice to counties in strategic and operational planning, public financial management in the health sector;
• A strong understanding of the current Public Financial Management Landscape or health economics in Zambia specifically at a county level;
• Demonstrated experience delivering institutional strengthening assistance to counties in public financial management;
• Demonstrated experience designing and utilizing PFM training materials or manuals;
• Demonstrated interest and ability in growing staff, mentoring and coaching junior professionals;
• Demonstrated ability to engage effectively with external strategic partners, donors, and stakeholders;
• Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities and orientations as well as across work areas;
• Ability and willingness to travel up to 25%.
