JOB DETAILS:
Position Overview
• The Technical Advisor- Clinical Services (TACS) will be responsible for the implementation of the Clinical Based Services on the Zambia Integrated Health Project (ZIH) Consortium Project, which aims to improve health outcomes for Zambians by ensuring equitable access to high-quality, client-centred HIV, TB/HIV, MNCH, and FP/RH services, products, and information. The TACS will provide technical leadership and guidance on working with health facilities and creating linkages between the community and the high-volume health facilities to ensure that project beneficiaries are accessing the services.

Responsibilities
• Provide technical guidance to the CRZ team on the design and implementation of programs aimed at improving health outcomes for project beneficiaries.
• Serves as a direct contact for Clinical field staff under the ZIH project and frequently interacts with program staff to help address operational challenges.
• Collaborate with project staff and partners, including CRZ, to ensure effective integration of services across communities, health facilities, systems, and policy levels.
• Leads and contributes to developing technical work-plan narrative proposals and concept papers.
• Promotes uptake and designs client-tailored differentiated service delivery models for HIV, TB, FP/RH, MNCH and other comorbidities.
• Promotes operational research and innovation to improve access to HIV prevention and quality of care for people living with HIV.
• Coordinates logistics related to the availability of both human and material resources within all the ZIH provincial offices.
• Responsible for creating a realistic project budget, tracking expenditures, and reviewing and approving all Clinical Services project-based expenses in line with USG regulations.
• Monitoring expenses against the budget and ensuring project spending remains within budget limits.
• Responsible for constantly identifying areas for cost savings and efficiencies so that the project can have the most significant health impact possible within the budget.
• Develop and submit all program reports and requirements within stipulated time frames.
• Ensure that all programs and activities are in line with the project’s goals, objectives, and deliverables.
• Develop and implement strategies to ensure the sustainability of the project beyond the funding period.
• Engage with key stakeholders, including the Ministry of Health, other implementing partners, and donors, to advocate for the project and ensure its alignment with national health priorities.
• Works with the Finance and Operations department to ensure compliance with U.S. government/ donor and CRZ financial regulations and guidelines.
• Provide technical input into project reports, presentations, and other documents as required.
• Mentor and coach project staff and partners, including Copper Rose Zambia, to build their technical capacity and ensure the project’s success.

Qualifications
• Advanced clinical degree (nurse, clinical officer, or medical doctor) with a graduate degree in a related area, e.g., public health (in addition to clinical degree, i.e., nursing, clinical medicine, medicine)
• Master’s degree or higher in public health or a related social science field.
• At least seven years of experience in designing, implementing, and monitoring public health programs, particularly in the areas of HIV, TB/HIV, MNCH, and FP/RH
• Full registration with the Health Professions Council or General Nursing Council Nursing of Zambia.
• Technical expertise in various adolescent health, HIV prevention, and treatment interventions (STI, PREP, VMMC, condom programming), including HTS.
• Vast experience in providing technical assistance in health system strengthening and capacity building.
• Prior experience in NGO and familiar with working with the Ministry of Health, National Aids Council, and donor agencies such as PEPFAR, CDC, USAID, WHO, etc.
• Strong experience in integrating health services across multiple levels and settings, including health facilities and community-level structures (NHC, SMAG).
• Strong understanding of the Zambian health system and health policies.
• Excellent verbal and written communication skills, including a high proficiency in digital platforms.
• Ability to work independently with minimal supervision and under tight deadlines.
