INVITATION FOR EXPRESSIONS OF INTEREST (First Issued on 30 July, 2024)
TENDER FOR THE PROVISION OF CONSULTANCY SERVICES FOR THE DEVELOPMENT OF THE NATIONAL IRRIGATION POLICY
The Government of the Republic of Zambia, through the Ministry of Agriculture, has acquired a finance facility from the WORLD BANK towards the cost of the Zambia Growth Opportunities Project (ZAMGROW) and intends to apply part of the agreed amount for the contract for Provision of Consultancy Services for the Development of the National Irrigation Policy.
The Ministry of Agriculture now invites Expressions of Interest for Provision of Consultancy Services for the Development of the National Irrigation Policy.
The scope of the assignment comprises but not limited to the following aspects:
• To review and recast the draft irrigation policy & strategy framework in its entirety and proceed with facilitation of a stakeholder consultative process.
• To review the current methodologies in supervision and monitoring of irrigation infrastructural projects and constructions in order to ensure quality delivery of services in a timely and cost-effective manner for improvements
This bidding process is being conducted in accordance with the provisions of the Public Procurement Act No. 8 of 2020, as amended by Act No. 17 of 2023, and as read with the Public Procurement Regulations, 2022
Bidding is open citizen, local and foreign bidders. However, foreign bidders are required to partner with citizen bidders. Eligibility shall be supported by the following documentation.
a. Certificate of Incorporation and PACRA Form II company print-out;
b.Valid NAPSA Compliance Certificate, and
c. Valid ZRA Tax Clearance Certificate.
Citizen bidder partners for the foreign bidders shall submit the above requirements for eligibility.
Interested consulting firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
Closure for submission of Expressions of Interest is Wednesday, 14 August, 2024 at 10:00 hours local time. Bidders are instructed to submit one (1) original and four (4) copies. Bidders are further instructed to deposit their submissions in the bid box, on the Ground Floor, Easter Wing, Mulungushi House, Lusaka, Zambia.
