Tender for Construction/Renovation Works of Maternity Annex, Ablution Block, Incinerator, Placenta Pit, Ash Pit, Walkway Pavements and Renovation of Main Clinic Building at Simoonga Healthcare Facility in Simoonga in Livingstone District, Southern Province of Zambia – Lot1 (Simoonga)

TENDER FOR CONSTRUCTION/RENOVATION WORKS OF MATERNITY ANNEX, ABLUTION BLOCK, INCINERATOR, PLACENTA PIT, ASH PIT, WALKWAY PAVEMENTS AND RENOVATION MAIN CLINIC BUIDLING AT SIMOONGA HEALTHCARE FACILITY IN SIMOONGA, LIVINGSTONE DISTRICT, SOUTHERN PROVINCE OF ZAMBIA.

1.     On Call Africa is implementing a Facility-Based Quality Improvement Project (FQIP) to improve access to quality of healthcare at healthcare facilities (HCFs). The project focus is around WASH infrastructure improvement at HCFs with special attention towards delivery and pediatric units but also HealthCare waste management, hygiene behavior change, and capacity building and systems strengthening of community health structures. The Tender is being conducted through the Open National Bidding (ONB).

2.     On Call Africa is now inviting sealed bids from eligible and qualified Bidders, registered with the National Council for Construction (NCC) in category B, with Grade 5 or category C, Grades 5 or better to undertake various construction works at Simoonga Healthcare Facility in Livingstone District, Southern Province of Zambia.

3.     Bidders are expected to visit and examine the site of works and its surroundings. The proposed site visits will be on 8th May, 2023. The site visit is MANDATORY (site visit certificate will be issued) and related costs shall be at the bidder’s own expense.

4.     The pre bid meeting shall be held at On Call Africa Office on the 8thth May 2023 at exactly 09:00 hrs local time and registration shall be conducted no later than 09:30hrs local time before departure for the site.

5.     A complete set of bidding documents may be purchased from the On Call Africa Offices, On Plot No. 80S Chipembe Road, Off Tanzania Road Livingstone Zambia upon payment of a non-refundable fee of Five Hundred Kwacha (K500.00) for the bid document deposited to this Bank Detail “ACCOUNT NAME: ON CALL AFRICA LIMITED Account Number: 0102030000502, INDO ZAMBIA BANK”.  Bidders must obtain an official receipt for their deposit money from On Call Africa Offices. The official receipt should be part of the bid document submitted

6.     The bidders may obtain further information from On Call Africa and inspect the Bidding Documents at the address given below from 08:00 hours to 13:00 hours and from 14:00 hours to 17:00 hours, Monday to Thursday and 08:00 hours to 12:30 hours on Fridays. A complete set of Bidding Documents in English may be obtained from the On Call Africa Offices located on Plot No. 80S Chipembe Road, Off Tanzania Road, Livingstone.

7.     A margin of preference shall apply following the Preferential Procurement Clause for bidders registered with the Citizen Economic Empowerment Commission (CEEC) in line with ZPPA circular No. 2 of 2011 as follows;

(a) For a citizen influenced company, by four percent (4%)

(b) For a citizen-empowered company, by eight percent (8%)

(c) For a citizen- owned company, by twelve percent (12%)

Submission Procedure

8.     Bids must be delivered to and placed in the tender box at On Call Africa Offices located on Plot No. 80S Chipembe Road, Off Tanzania Road, Livingstone, Zambia before 10:00 hour’s local time no later than Wednesday 31st May, 2023. Bids must be appropriately bound, sealed and labelled. Electronic bidding will not be permitted. LATE BIDS WILL BE REJECTED.

9.     Bids will be opened in the presence of the bidders’ representatives, who choose to attend in person at the address below immediately after 10:00 hour’s local time on Wednesday 31st May, 2023. All bids must be accompanied by a 2% Bid Security of the bid amount
