Drafting Environmental Project Briefs on the Kwando Wildlife Dispersal Area (WDA) Community Development and Human Wildlife Conflict Mitigation Project
(Kwando WDA CD & HWCM Project).
WWF (The World Wide Fund for Nature) is an International Non-Governmental Organization that was born from a drive to conserve wildlife and wetlands in the country. Our mission is to stop the degradation of the planet’s natural environment and to build a future in which humans live in harmony with nature. The Kwando River WDA is the largest of the KAZA TFCA WDAs, extending through four of the five KAZA Partner States namely: Angola, Botswana, Namibia and Zambia.
The most significant conservation challenges faced on the Zambian component of the Kwando WDA are; a) Increasing human wildlife conflicts due to the recovering elephant and other carnivore’s populations, b) High poverty levels and high reliance on rain fed agriculture on inherently poor soils with low crop yields which is sensitive to climate change impacts despite availability of appreciable amounts of water for irrigation from the Zambezi River and its perennial tributaries, c ) Limited capacity of Community Resources Boards (CRBs) and d) High poaching levels of wildlife species and the largely unabated illegal harvesting of high value timber species such as Zambezi Teak and Rose wood which has caused depletion of the species in the Forest Reserves.
Therefore, the Kwando WDA CD & HWCM Project is designed to address the challenges mentioned above through strengthening Community Based Conservation through improving benefits streams for community livelihoods and increasing acceptance of wildlife conservation as a land use option in the Zambian component of the Kwando WDA by December 2023.
In that context, WWF Zambia recognizing that the implementation of such a project and the achievement of its objectives will depend on environmental and climate-related risks, constraints and opportunities, it has been decided to engage a consultant to undertake an environmental impact assessment specifically Environmental Project Briefs for (two) two Community Revenue Generation Ventures for Community Resources Boards (CRBs).
This is also in line with the regulations under the Environment Management Act No. 12 0f 2011, the Environmental Impact Assessment (EIA) Regulations, Statutory Instrument No. 28 of 1997, and Wildlife Act No.14 of 2015 which makes it mandatory to obtain environmental clearance for projects such as the construction of structures in Protected Areas like the Lower West Zambezi Game Management Area from the Zambia Environmental Management Agency (ZEMA).
Objective
The overall objective of this task is to conduct an Environmental Impact Assessments, specifically Environmental Project Briefs (EPBs) for two community revenue generation venture planned to site up in Lower West Zambezi Game Management Areas.
Key deliverables & suggested timeframes
The EPBs should provide the Zambia Environmental Management Agency (ZEMA) with sufficient information to justify, on environmental grounds, the acceptance of the projects for implementation. They should also provide the basis for guiding subsequent actions, which will ensure that the project is carried out taking into account the environmental issues. The EPBs will be prepared in conjunction with The Department of National Parks and Wildlife (DNPW) and Two Community Resources Boards (CRBs), below is the suggested timeframe;
1. Detailed proposal & budget with an emphasis on suggested methodologies and implementation plan (submitted to WWF by 21st October 2022)
2. Draft EPBs submitted to WWF Zambia for review and comments (completed by 21st November 2022).
3. Draft EPB copies submitted for comments to ZEMA (completed by 25th November 2022).
4. The consultant incorporates comments into the final EPB report (completed by 30th November 2022)
5. Submit complete copies of the EPB to ZEMA (completed by 16th December 2022)
Delivery & implementation
The identified institution/individual will be required to work closely with the WWF Zambia GIS Analyst and Technology Projects Officer in the Wildlife Programme. The majority of the required work will be carried out remotely.

The CV/s must highlight the candidate’s technical strengths and sufficient experience and knowledge of Environmental Impact Assessment. All documents MUST be in one PDF document. An added advantage would be experience working with a limited budget.
