Terms of Reference for the Development of a Media Engagement Guide on the National Budget for Community Actions and Training of Diverse Citizen Groups
Project Title: “Beyond the Numbers: Making the budget work for the People.”
1. Introduction:
Non-governmental Organizations’ Coordinating Council (NGOCC) was established in 1985 to play a leadership and critical role in the empowerment of women in Zambia. As a network organization, NGOCC’s mandate is to coordinate and mobilize members in a more concerted manner for advocacy and capacity building programs aimed at advancing gender equity and equality and the overall status of women in Zambia.
2. About the Project
Since September 2021, Oxfam in Southern Africa (Zambia Country Office), with the Zambia Council for Social Development (ZCSD) and the Non-Governmental Gender Organizations Coordinating Committee (NGOCC), and support from the European Union (EU), embarked on a project to strengthen citizen engagement in the formulation and oversight processes of the Zambian National Budget. The four-year project is based on a background of poor service delivery and lacking social accountability systems to hold duty bearers to account for Public Resource Management, perpetuated by a lack of public awareness and inclusion in critical budget formulation and oversight processes.
The overall objective of this project is, therefore, to promote greater accountability and better public service delivery through increased capacity and engagement of citizens and civil society in the formulation, enactment, implementation, and oversight of Zambia’s national budget.
The project aims to achieve this through specific objectives to:
• Generate interest and increase access and understanding of citizens and citizen groups (Community budget Groups) on the significance of budget formulation and implementation.
• Enhance capacity of Civil Society Actors in budget analysis, tracking and oversight; and
• Support Civil Society Actors to make the budget socially accountable and ensure that it responds to the communities’ needs and input.
To this end, Community Budget Groups (CBGs) have been created in the project districts thus, Lusaka, Rufunsa, Mpika, Mufulira and Monze composing of diverse representation of traditional leaders, community members, local academia and Civil Society Organisations (CSOs).
In view of the above, the project seeks to build capacities of the community level action groups on how to make use of the new media such as social media for their continued engagement. Social media platforms such as Facebook, WhatsApp and Twitter and so many other are mainly the preserve of urban based groups while those in the rural areas especially women are still left out. Therefore, the assignment will be premised on development of a media engagement guide for community actions and training of diverse citizen groups to utilise the tools within the guide. This guide will further inform the Mapping of media (mainstream & social media) to understand their level of engagement on the issue of budget and oversight. The guide will further help in establishing forging media partnerships (national / local and community), including those in radio, TV and social media, to develop and roll-out the “Beyond Numbers-the Budget and You” citizen awareness programme.

Expected outputs/deliverables
• Prepare inception Report
• Conduct Knowledge transfer through workshop/Training.
• Estimate ccompletion report including anticipated challenges (if any).
• Develop a simple guide of how to use social media platforms which will also have links to other useful information such as resource kits.
• Final Report
4. Duration
a. The entire consultancy will be for a period of twenty-five (15) working days commencing immediately the contract is signed.
5. Qualifications:
The Consultant should possess the following qualifications:
• A minimum of five (5) years’ experience in Media and Communications field
• A cover letter summarizing suitability and qualifications for this assignment
• Track record of delivered samples of past works of similar nature.
• Technical proposal with indicative work plan showing consultant’s planned approach to the assignment.
• Cost proposal with proposed payment schedule for the given payment schedule.
• Applicants should enclose Curriculum Vitae and photocopies of relevant certificates/documents.
