PIN’s office in Zambia is currently located in Mongu, Western province. PIN’s programme focusses on rural development using a multi-sectoral approach (agriculture, nutrition, food security, WASH, saving groups, maternal and child health, energy) and on good governance
Description of the Role
WASH Project Officer will be tasked with overall supervision of a WASH component implementation of a multi-sectoral COVID-19 response project. The WASH Project Officer (WASH PO) will closely liaise with other consortium partners under multi-sectoral COVID-19 response intervention (Caritas Czech Republic and Mendel University), the Ministry of Health including the Provincial and District Health Offices throughout the whole project implementation to ensure project results are delivered on time, project targets met and objectives achieved.
The WASH PO and his/her team will work closely with community members, to ensure the needs of the poorest, most marginalised community members are addressed. Moreover, the WASH PO will ensure that timely collection, analysis and reporting of project indicators take place.
The WASH PO will directly supervise Field Coordinators in both target provinces (2 in total) and will report to the Head of Programmes. The WASH PO will attend regular coordination meetings with other consortium partners to discuss and address any issues arising during the programme implementation. .
Responsibilities:
• Oversees all aspects of project cycle management, including planning, implementation, monitoring, reporting and financial management
• Responsible for following all contractual obligations (project document + donor’s contract + Partnership agreement with other consortium partners)
• Responsible for attaining adequate results in proper quality and on time
• Produces administrative outputs (narrative and financial reporting, monitoring outputs, etc.) and properly processes all relevant documentation for tenders and other procurement processes
• Communicates and solves all changes related to budget, timeframe or project’s results
• Ensures that requirements regarding visibility & reporting are fulfilled
• Supervises the compliance of guidelines and procedures – both internal and donor’s
• Supervises local project team’s performance
• Supports local staff’s professional growth
• Builds up the team spirit and good personal relations
• Delegates duties to responsible local staff
• In cooperation with the Finance team, responsible for financial management of direct costs (project staffing, activities, etc.)
• Reviews and approves key project documentation in a timely manner to facilitate financial payments to vendors, beneficiaries, suppliers, stakeholders, etc.
• Leads the development and monthly updating of financial forecasts and budget vs. actual (drawing) forecasts for project activities and staffing to ensure accurate and timely financial management, flagging potential over/under spending to senior management
• Ensures proper planning of procurements and implementation of the procurement plan according to the project work plan
• Liaises with the Logistics department to ensure smooth implementation of project activities and logistical set up
• Supports development of new proposals and formulation of new project designs and ideas for future interventions in the WASH sector
• Ensures that project documentation is properly generated, approved & archived in the internal databases – ELO, Sharepoint etc., according to PIN and donor guidelines
• Ensures lessons learnt, best practices and challenges are collected and recorded
• Prepares project reports and ensures timely collection and reporting of project indicators
• Oversees project monitoring and evaluation activities and ensures timely monitoring of project indicators and data collection takes place
• Participates at project monthly review meetings organized by HoP
• Ensures that Results Framework, Indicator Tracking Table (ITT), IPR (Internal Project Report) are filled throughout the project life cycle
• Ensures relevant data and information on project indicators are being collected and prepares final project M&E report and donor report
• Supports implementation of project CFRM based on PIN Zambia CRM Framework Policy and Procedures
• Ensures that requirements regarding communication and visibility are fulfilled in line with PIN Media Policy and donor requirements
• Adheres to, and promotes Safety, Security & Risk Policies, standards, plans & procedures
• Applies security rules and enforces them among the programme team

PERSON SPECIFIC REQUIREMENTS
Work Experience and Knowledge
• Minimum 3 years’ experience in WASH (water, sanitation and hygiene) sector
• Minimum 2 years’ experience in implementing development programmes in WASH sector
• Previous supervisory role
• Fluency in spoken and written English language (fluency in Silozi language considered as an advantage)
• Good administrative skills, computer literate (working knowledge of MS Office)
• Work experience in humanitarian settings
• Work experience with international NGO
• Self-starter and motivated, ability to plan and organize work independently
• Ability to work under pressure and react accordingly to evolving context/situation
• Experience of working in close collaboration with Ministry of Health is preferred
• Experience of working on community based WASH projects.
• Ability to delegate and follow up of tasks among team members
• Excellent communication and interpersonal skills
• Experience using mobile data collection tools (such a Kobo toolbox)
Education
• Full grade 12 certificate
• Degree in development studies, project management, environmental management, public health or other relevant qualification (with a focus on WASH)
• Certificate in project management for development will be an added advantage
