DESCRIPTION
John Snow, Inc. (JSI) seeks highly qualified and accomplished Deputy Chief of Party for the United States Agency for International Development (USAID)/PEPFAR-funded Supporting an AIDS-Free Era (SAFE) Project in Zambia. The project’s objective is to reduce HIV mortality, morbidity and transmission, while improving nutrition outcomes and family planning integration in three provinces: Central, Copperbelt, and North-Western. USAID/PEPFAR SAFE works with the GRZ, private sector and civil society institutions at the national, provincial, and district level to increase access to ART for HIV positive adults and children, reduce the incidence of new infections, improve Nutritional Assessment, Counseling and Services (NACS) and family planning services, and increase the capacity of local health institutions to better serve affected populations.
The Zambia SAFE Project Deputy Chief of Party (DCOP) is a full-time position based inLusaka, Zambia. S/he will directly support the Chief of Party (COP) in the roll-out, and implementation of the project’s HIV service delivery interventions. S/he will ensure the technical quality of the program and closely monitor the progress toward meeting set goals and objectives for the implementation of HTC, PMTCT, TB, pediatric and adult HIV care and treatment activities. In addition, s/he will work closely with the COP to ensure the quality of direct clinical services and technical assistance provided through SAFE. The DCOP will maintain good relationships with key contacts from the MOH, MCD, and USAID/Zambia and maintain strategic relationships with other implementing partners to avoid duplication and supplement other USAID/Zambia programs. The DCOP will report to the Chief of Party.

RESPONSIBILITIES
• Oversee and coordinate programmatic and technical operations which employ data- driven approaches that utilize evidence-based HIV interventions where the disease is most prevalent in the priority provinces and identified districts;
• Manage, in coordination with the COP, the strategic planning of SAFE activities in support of the goals and objectives, including the determination of program priorities, the quality of direct clinical services, and technical assistance;
• Supervise and coordinate the technical team to ensure timely achievement of goals and objectives for the implementation of HTC, PMTCT, TB, pediatric and adult HIV care and treatment activities, TB, nutrition and family planning;
• Cultivate strategic relationships with USAID, team members, donors, private sector entities, government ministries and other stakeholders for the smooth implementation of robust, cost-effective and sustainable HIV and related interventions;
• In collaboration with SAFE technical staff, identify district and provincial-based best practices and support these efforts in other provinces and districts;
• Collaborate closely and develop strong working relationships with other related U.S.
• Government initiatives and other implementing partners;
• Promote a common understanding of the project to implementing partners to avoid duplication, and strengthen and supplement USAID/Zambia programs;
• Represent the project to the public and to professional counterparts through meetings, conferences and presentations; and
• Create and foster a project reputation of quality and performance and promote country ownership of HIV strategies and programs that are consistent with health sector priorities and that are embedded in the health system.

QUALIFICATIONS
• A medical degree or a master’s degree or higher in public health, social sciences or a related field;
• At least five years of clinical experience of HIV/AIDS and coordination of a large technical team.
• Comprehensive knowledge of HIV prevention, care, and treatment; TB/HIV co-infection, PITC, and PMTCT.
A minimum five years of experience with progressively increasing responsibility in:
• Designing, managing and implementing complex, HIV/AIDS programs with a life of project value of at least $20 million in developing countries involving multiple stakeholders and implementing partners; and
• Demonstrated experience in building capacity in HIV/AIDS service delivery with the public and private sector.
• Demonstrated management skills, including relevant experience in direct supervision of professional staff
Salary commensurate with experience.
