Position Summary
The Capacity Development Advisor (CDA) will be responsible for achieving the overall Pact Zambia capacity development goals and contributing to the overall SDHP, ZCHPP, ECAP1 projects strategies through maintaining the partnership and cooperation with local partners, and cooperation with other project teams and consortium members.
Under the supervision of the COP/Country Director, CDA will be responsible for providing timely and efficient technical assistance support to NGOs/CBOs, professional associations, private and government institutions to strengthen their organizational and technical capacity to implement HIV services in their communities. S/he will be responsible for the design and implementation of capacity development activities, adaptation and scaling up of new tools and approaches for Pact Zambia projects. The CDA will also oversee and supervise the capacity development staff and consultants brought on to support technical assistance needed by the local partners under Pact Zambia projects.
Specific Duties and Responsibilities:
Technical
• Provide technical direction in activity planning for all capacity development components under the Project
• Lead the development and implementation of the project’s comprehensive CD strategy to strengthen the organizational and technical capacity of local partners and to enhance a local market of CD service provision among Zambia NGOs and CBOs.
• Manage the development, implementation, and monitoring of all Pact Zambia activities concerning CD.
• Lead the technical and contextual adaptation of Pact’s capacity development tools and supervise or directly implement them.
• Ensure high-quality technical programming through participatory methodologies, co-creation, and contextualization, per Pact’s capacity development overarching principles, approaches, and tools.
• Support the development of materials and processes for specific areas/topics identified as needed for capacity development of local partners, including trainings, mentoring and coaching, partners peer learning and other methodologies.
• Conduct periodic review/mapping of the technical and organizational strengths/assets and needs that exist among the partners so that best practices and expertise can be exchanged locally.
• Design strategies and tools to guide Pact Zambia capacity and institution strengthening activities with local partners transitioning to direct USAID funding.
• Lead the design, delivery and monitoring of technical assistance plans to strengthen local partners’ ability to directly support PEPFAR goals.
• Manage and maintain updated programmatic data in Pact’s Capacity Solutions Platform and the project’s impact site in close coordination with the MEL Manager.
• Support knowledge management, linkages and exchange of learning and best practices across program activities and country teams.
• Promote sustainability of CD activities with effective networking, coordination, and linkages to other programs, partners and counterparts, capacity strengthening of country staff, and institutional strengthening of implementing partners and community-based organizations.
• Represent Pact Zambia in technical meetings, conferences, and coordination platforms.
• Supervise and mentor a team of CD Officers from Pact Zambia Projects who will share in the responsibility of conducting assessments, creating CAPs, delivering direct support services, and providing ongoing mentorship to local partners.
• Other duties as assigned by the supervisor.
Managerial
• Serve as a liaison between capacity development team and other Pact Zambia teams to ensure complexity of technical assistance and support
• Coordinate with appropriate stakeholders in all aspects of activities planning, monitoring and implementation.
• Contribute to the development of annual work plans, performance monitoring and program reporting.
• Promote sustainability of CD activities with effective networking, coordination, and linkages to other programs, partners and counterparts, capacity strengthening of country staff, and institutional strengthening of implementing partners and community-based organizations.
• Represent Pact Zambia in technical meetings, conferences, and coordination platforms.
• Supervise and mentor a team of CD Officers from Pact Zambia ECAP1 and ZCHPP Projects.
Educational and Experience Required
• Master’s degree in public health, social sciences, international development, health or development communication, business administration, or related field with 7-9 years relevant experience OR Bachelor’s Degree in similar field with 9-11 yrs of relevant experience.
• At least 7 years of experience in progressively increasing responsibility in designing and managing complex, large capacity and institution strengthening programs in developing countries involving multiple stakeholders.
• Strong understanding and previous experience working with, advising and providing capacity strengthening to the GRZ and non- governmental organizations/civil society organizations (NGOs/CSOs) and private sector organizations.
• Demonstrated knowledge of capacity strengthening methodologies at the system, organizational and individual level.
• Demonstrated knowledge on the support of local partner transition to direct USAID funding.
• Demonstrated strong technical, programming and management skills.
• Demonstrated experience working with the GRZ, NGOs/CSOs and media, private and public sector and other stakeholders.
• Professional training and experience with adult learning methods, training or facilitation, organizational capacity assessments, mapping, and planning.
• Exceptional communication skills (presentations) in written and spoken English
• Demonstrated interpersonal and negotiation skills and experience working in collaboration with partners, donors and NGOs.
• Experience developing collaborative relationships and liaising with government officials and community leaders.
• Good interpersonal and relationship-building competencies coupled with strong written and verbal communication skills and computer skills required (Microsoft office, excel, power point, and internet).
• Previous experience using Pact’s Capacity Development tools is a plus.
• Fluency in written/spoken English required. Knowledge of Zambian languages is a plus
• Ability and willingness to travel to the field at 40%-50% LOE.
